MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 39 2004
Commissioners' Meeting Room - Administration Building - 1130 NW Harriman St., Bend
Present were Commissioners Dennis R. Luke and Michael M. Daly; Commissioner
Tom DeWolf was out of the office. Also present were Mark Pilliod and Mark
Amberg, Legal Counsel; Renee Warner and Tad Walker, Building Services; Susan
Ross, Commissioners' Office; and media representatives Chris Barker of the
Bulletin and Barney Lerten of bend. com and the Bugle.
The meeting began at 1: 30 p.m.
1. Before the Board was Consideration of Signature of Document No. 2004-
193, a Subgrant Contract with COCAAN to Administer the Housing
Rehabilitation Loan Program, Community Development Block Grant.
Susan Ross stated that this allows the County to release grant funds to
COCAAN, who is administering the grant.
LUKE: Move approval.
DALY: Second.
VOTE: LUKE: Yes.

2. Before the Board was Consideration of Signature of a Resolution
Authorizing the Forestry Specialist Position for the County, beginning
June 1, 2004.
Commissioner Luke asked that the candidate who is being considered for the
position begin work on a contract basis as soon as possible, as there are several
fire prevention plans being considered that would benefit from the participation
of the County's Forester.
LUKE: Move approval of the Forestry Specialist position.
DALY: Second.
VOTE: LUKE: Yes.
DALY: Chair votes yes.
LUKE: Move approval of contracting with the candidate prior to the June 1,
2004 hire date.
DALY: Second.
VOTE: LUKE: Yes.
DALY: Chair votes yes.
At this time, Renee Warner, Tad Walker and Susan Ross left; and Timm Schimke of
Solid Waste joined the meeting.
A discussion then took place regarding the appeal that has been filed in regard to
Knott Landfill.
Mr. Schimke said that an appeal has been filed, and he is working with the
consultants who handled the landfill expansion on addressing the points shown on
the appeal. Mark Pilliod said that the County has ninety days to decide. Some
time has already passed, and twenty days' notice is required for the hearing. He
added that the appellants have asked the County to waive or reduce the appeal fees,
since they feel they did not have an opportunity to attend the original hearing due
to problems with noticing.

Mr. Pilliod stated that the issues that are separate from the appeal need to be
identified, and the relevant separated from the non -relevant. Some of the
individuals involved in the appeal may try to bring up issues at the hearing that are
not relevant to the issues that should be addressed in the appeal hearing.
Mr. Schimke said that some local property owners have approached him to discuss
the possibility of selling their properties to the County. It was determined that the
current appeal situation should be concluded before considering this particular
issue.
Being no further discussion, the meeting adjourned at 2:45 p.m.
