RESOLUTION NO. 82-013 WHEREAS, the Board of County Commissioners of Deschutes County, Oregon, acting as governing body of the Deschutes County Extension and 4-H Service District, has determined that a tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of County Service District affairs within the limitation contained in Article XI, Section 11, Oregon Constitution; and WHEREAS, it is necessary to submit the question of estab- lishing a new tax base to the legal voters of the Deschutes County Extension and 4-H Service District; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, acting as the governing body of the Deschutes County Extension and 4-H Service District, as follows: Section 1. Date of Election. The measure set forth in Section 2 of this Resolution shall be submitted in the manner prescribed herein to the legal voters of the Deschutes County Extension and 4-H Service District at a County Service District Tax Base Election to be held on Tuesday, May 18, 1982, the Statewide Primary Election. Section 2. Form of Question. At the County Service District Tax Base Election, there shall be submitted to the legal voters of 1 - RESOLUTION NO. 82-013 r VOL the District, for their approval or rejection, the measure described in Exhibit "A", attached hereto and by this reference incorporated herein. Section 3. Publication. This measure shall be published in accordance with ORS 255.095, and the facsimile of ballot provi- sions in ORS 255.095(3). Section 4. Filing. PAULSON, JR.,Commiss % t 1j r i �A 9 a � + Til( -="`;..A EXHIBIT "A" TITLE: DESCHUTES COUNTY EXTENSION AND 4-H SERVICE DISTRICT TAX BASE QUESTION: Shall Deschutes County Extension and 4-H Service District be authorized a tax base of $75,121.00, beginning July 1, 1982? PURPOSE: The Deschutes County Extension and 4-H Service District has no tax base. If this measure is approved a tax base for the purpose of applying the limitation on taxation in Article XI, Section 11, Oregon Constitution will be established in the amount of $75,121.00. The tax base will prevent discontinuing Extension Services to the people of Deschutes County. This measure establishes a tax base of $75,121.00 (less than 40 per $1,000.00 of assessed value) as the total local share for support of the Deschutes County Extension and 4-H Service District. Approval by district voters is necessary for Oregon State University to continue to offer County residents programs in 4-H, youth, agricul- ture, home economics, horticulture, and energy conser- vation. Program offerings will be determined by a committee of local citizens. If this measure is approved, $75,121.00 of the taxes levied in the 1982-83 fiscal year will be financed partially by the State of Oregon.
