ORDER NO. 82-228 WHEREAS, the Board of County Commissioners, by Resolution, initiated the improvement of certain dedicated public roads known as a portion of Juniper Ridge Road, all of N. E. 11th Street, N. E. Lynch Avenue, and N. E. Jordan Lane, Deschutes County; and WHEREAS, the County Engineer investigated the improvement, and estimated the cost of the improvement, and a cost estimate of this improvement has been prepared in accordance with ORS 371.625; and WHEREAS, it is necessary that notice, pursuant to ORS 371.630, be mailed to each benefited property owner; and WHEREAS, it is necessary that a hearing be held for the pur- pose of hearing remonstrances to said improvement; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the Engineer's Report relating to the im- provement of certain dedicated public roads known as a portion of Juniper Ridge Road, all of N. E. 11th Street, N. E. Lynch Avenue, and N. E. Jordan Lane, Deschutes County, be accepted and hereby approved. Section 2. That a hearing be set on May 26, 1982, for the purpose of hearing remonstrances to said improvements. Section 3. J ' VOL .4 42 PAGE 26 EXHIBIT "A" i NOTICE OF PROPOSED ROAD IMPROVEMENT DATE: TO: (Name) (Address) (City, State, Zip) DESCRIPTION OF IMPROVEMENT PROJECT: DESCRIPTION OF BENEFITED PROPERTY: Estimated Cost of Improvement $ Estimated Amount of Assessment: $ The Board of County Commissioners has initiated the above improve- ment. The County Engineer has made a favorable report to the Board of County Commissioners regarding the proposed improvement. Upon completion of the proposed improvement, the roads will be accepted into the County Road System, and will be maintained by Deschutes County. The total estimated cost of the proposed improvement and the proposed total amount of the assessment against your land is as shown above. If you object to the proposed improvement and assessments shown in the Engineer's Report, you are required to file written objection, if any, with the Board of County Commissioners, c/o Deschutes County Department of Public Works, 61150 S. E. 27th Street, Bend, Oregon 97702, within 20 days of the date of this notice, or at the public hearing on the proposed improvement before the Board of County Commissioners, which will be held on 1982, at 10:00 a.m. in Conference Room A, Deschutes County Courthouse Annex, Bend, Oregon, in order to stop this improvement. If more than 50% of the owners of land representing more than 50% of the total amount of the assessment for the proposed improvement file objections, the proposed improvement will be declared abandoned and no new resolution shall be filed within a period of one year. Hudson, Director of Public Works DATE: May 18, 1982 SUBJECT: Equestrian Meadows L.I.D., W-59 ------------------------------------------------------------------------------------------------------I The Public Works Department has received a petition to improve all of the roads within Equestrian Meadows, Phase 2, Subdivision Plat Number 451. The Deschutes County Public Works Director has investigated the proposed improvements and prepared this engineer's report. The County Engineer's investigation of the Equestrian Meadows Local Improvement District found the following: 1. In the judgment of the Public Works Director, improvement of the roads in Equestrian Meadows L.I.D. is feasible. 2. To meet County Road Standards for a Rural Subdivision, the following work must be comaleted: a) Clearing and Grubbing - the right-of-way is through irrigated fields; b) Subgrade - a minimum of earthwork will be required; c) Base - placing, shaping, compacting and fine grading of a cinder base will be required; d) Paving - the pavement used shall be an 0-9 asphaltic penetration macadam (Oil Mat) 24 feet in width; e) Signs - Street name signs shall be erected at all intersections. 3. The estimated cost for improving the roads within the Equestrian Meadows L.I.D., is: a) Clearing and Grubbing $ 5,000 b) Subgrade 10,000 c) Base 38,000 d) Paving 72,000 e) Signs 1,000 f) Administration and Engineering 18,000 TOTAL 144,000 4. The fairest method of assessment for the 30 lots specially benefited by this improvement district would be an equal assessment for each lot: $144,000/30 lots = $4,800/lot 5.
