Rpst X1982 o CHU Fs co� rr'r RESOLUTION NO. 82-011 N%1 clok WHEREAS, the Bureau of Reclamation is considering an adjustment of the falling water charge assessed against privately developed hydro -power facilities on Federally funded water projects; and WHEREAS, the Bureau of Reclamation currently assesses up to 50% of the net revenues of such a facility; and WHEREAS, Deschutes County has a number of hydro -electric projects under study by irrigation districts which will be subject to the falling water charge; and WHEREAS, an exemption from the falling water charge for local hydro -electric generation will benefit the local economy and assist in carrying out the mandates of the Northwest Regional Power Act, which prioritizes the development of renewable resources; and WHEREAS, there are several opportunities for local develop- ment of hydro -power facilities on existing Federal projects which will partially satisfy regional electrical energy needs; and WHEREAS, the present Federal policy on falling water charges is excessive, and will unjustifiably serve as a disincentive to develop this local renewable resource; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the Bureau of Reclamation exempt facilities under 15 megawatts from the Federal falling water charge. Section 2. That the Federal falling water charge for facili- ties larger that 15 megawatts be reduced to a more equitable level. Section 3.
