WHEREAS, a petition and resolution requesting annexation of
territory to Deschutes County Rural Fire Protection District No. 1
were duly filed with the Board of County Commissioners of
Deschutes County, Oregon, on February 17, 1982; and
WHEREAS, a public hearing was held on Tuesday, March 30,
1982, to hear the petition and any objections thereto, and to
determine whether, in accordance with the Comprehensive Plan,
applicable Land Conservation and Development Goals, and the
criteria prescribed by ORS 199.462 and 198.805, the affected area
would be benefited by annexation of said territory to Deschutes
County Rural Fire Protection District No. 1; and
WHEREAS, after consideration of the economic, demographic,
and sociological trends and projections pertinent to the proposal,
past and prospective physical developments of the land that would
directly or indirectly be affected by the proposal, and all other
matters considered to be relevant to the petition, the Board is of
the opinion that the area would be benefited by formation of the
District; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDERS as follows:
Section 1. That the petition for annexation to Deschutes
County Rural Fire Protection District No. 1 be approved.
Section 2. That the boundaries of the territory annexed to
the said Fire District are as set forth in Exhibit "A", attached
hereto and by this reference incorporated herein.
Section 3. That the applicable land use criteria pertinent
to the proposed District formation, the facts found by the Board,
and the reasons why the Board believes those facts to bring the
proposal within the requirements of the applicable land use
criteria are described in Exhibit "B", attached hereto and by this
reference incorporated herein.
Section 4. That a final hearing regarding annexation to the
Fire District shall be held on Tuesday, April 27, 1982 at 10:00
a.m. in the Conference Room at the Deschutes County Courthouse

Annex, Bend, Oregon.
Section 5. All interested persons may appear and be heard.
Section 6. Upon conclusion of the final hearing, the Board
will enter its final order for annexation to the Fire District
unless written requests for an election are filed at or before the
hearing by resident voters within the District number not less
that 15% of the registered voters, or 100 registered voters,
whichever is the lesser number.
Section 7. Notice of the final hearing, as shown in Exhibit
"C", attached hereto and by this reference incorporated herein,
shall be published and posted in accordance with ORS 198.730.

That certain real property situated in Deschutes County, State of
Oregon, described as follows:
That portion of the Northwest Quarter of the Northwest Quarter
(NW1/4 NW1/4) of Section Twenty-four (24), lying westerly of the
centerline of the Deschutes River, in Township Fifteen (15) South,
Range Twelve (12) East of the Willamette Meridian, Deschutes
County, Oregon. EXCEPTING THEREFROM a portion of the Northwest
Quarter of the Northwest Quarter (NW1/4 NW1/4) of Section 24,
Township 15 South, Range 12 East of the Willamette Meridian, lying
Westerly of the centerline of the Deschutes River in Deschutes
County, Oregon, and more particularly described as follows:
Commencing at a 1-1/2" pin at the Northwest section corner of said
Section 24, the initial point; thence South 00 '37' 10" East along
the section line common to said Sections 24 and 23 685.48 feet to
a 1/2" pipe and the point of beginning; thence North 88° 15' 13"
East 967.23 feet to the centerline of the Deschutes River witness
by a 1/2" pipe 217.58 feet from the Easterly extremity; thence
720.40 feet along the arc of a 857.30 foot radius curve right
forming a delta angle of 48° 08' 47" and a long chord bearing
South 16° 22' 29" East 699.39 feet; thence North 89 58' 46" West
along the Southerly line of said Northwest Quarter of the
Northwest Quarter (NW1/4 NW1/4), 1157.02 feet to a 1/2" pipe;
thence 00° 37' 10" West along the Section line common to said
Sections 24 and 23 641.16 feet to the point of beginning.
Also that portion of the Southwest Quarter of the Northwest
Quarter (SW1/4 NW1/4) and the Northwest Quarter of the Southwest
Quarter (NW1/4 SW1/4) and the Southwest Quarter of the Southwest
Quarter (SW1/4 SW1/4) of Section Twenty-four (24), lying westerly
of the centerline of the Deschutes River, in Township Fifteen (15)

(SW1/4 SW1/4) of Section Thirteen (13), lying westerly of the
centerline of the Deschutes River, in Township Fifteen (15) South,
Range Twelve (12) East of the Willamette Meridian, Deschutes
County, Oregon.
Also, that certain real property situated in Deschutes County,
State of Oregon, described as follows:
A portion of the Northwest Quarter of the Northwest Quarter

EXHIBIT "B"
FINDINGS
That the annexation to Deschutes County Rural Fire Protection
District No. 1 will further the provision of public facilities and
services to the property by providing fire protection services in
accordance with LCDC Goal No. 11 because:
1. Fire protection is a basic rural service; and
2. Fire protection is necessary for the health and safety
of the residents of the district.

NOTICE OF FINAL HEARING BY THE
BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON
1. A public hearing regarding the annexation to Deschutes County
Rural Fire Protection District No. 1 will be held on Tuesday,
April 27, 1982 at 10:00 a.m. in Conference Room A at the
Deschutes County Courthouse Annex, Bend, Oregon.
2. The boundaries of the proposed District are:

3. The purpose of the proposed annexation is to provide fire
protection services for the inhabitants for the area proposed
to be annexed.
4. All interested persons may appear and be heard. Upon
conclusion of the final hearing, the Board will enter its
final order approving annexation to the District, written
requests for an election are filed on or before the hearing
by resident voters within the District numbering not less
that 15% of the registered voters, or 100 registered voters,
whichever is the lesser number.
