RESOLUTION NO. 82-015
WHEREAS, the owner of property abutting the proposed exten-
sion of Knott Road in Deschutes County, Oregon, has requested the
Board of County Commissioners to improve this certain road; and
WHEREAS, it appears that such road should be improved; and
WHEREAS, it appears that it is in the public interest that
the Public Works Department of Deschutes County, Oregon, perform
required engineering and surveying for this improvement; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That proceedings be initiated to improve Knott
Road to the Deschutes County Arterial Standard for the benefit of
the area described as follows:
Those portions of the East Half (E1/2) of
Section Nineteen (19), the South Half (S1/2)
of Section Twenty (20), the Southwest Quarter
of the Northwest Quarter (SW1/4 NW1/4) of
Section Twenty -Eight (28), the North Half
(N1/2) of Section Twenty -Nine (29) and
Section Thirty (30), Township Eighteen (18)
South, Range Twelve (12) East of the Willam-
ette Meridian, Deschutes County, Oregon,
lying South of the Great Northern Railway,

West of the Brooks -Scanlon Logging Road (also
known as Forest Service Road No. 1821), and
East of The Dalles-California Highway.
EXCEPT those portions conveyed to the State
of Oregon by deeds recorded in Book 60, Page
139, Deed Records, and in Book 102, Page 551,
Deed Records.
Section 2. That the dedicated road to be improved within the
district described in Section 1 of this Resolution is described as
follows:
A strip of land 80.00 feet in width, being
40.00 feet in width on each side of the
following described centerline:
Beginning at a point on the centerline of The
Dalles-California Highway (U. S. Highway 97)
said point bears South 79° 37' 43" West,
2958.55 feet from the brass cap monument
marking the Southwest corner of Section 20,
Township 18 South, Range 12 East of the
Willamette Meridian, Deschutes County,
Oregon; thence, South 63° 06' 16" East,
628.60 feet; thence 693.31 feet along the arc
of a curve to the left having a radius of
142.39 feet, the chord of which bears South
76 58' 14" East, 686.56 feet; thence, North
890 09' 48" East, 360.33 feet; thence,
1050.67 feet along the arc of a curve to the
left having a radius of 1145.92 feet, the
chord of which bears North 62° 53' 48" East,
1014.25 feet; thence, North 360 37' 48" East,
429.25 feet; thence 256.66 feet along the arc
of a curve to the right having a radius of
2864.79 feet, the chord of which bears North
39° 11' 48" East, 256.57 feet, to a point on
the West line of said Section 20 which bears
North 10 00' 58" East 38.90 feet from said
Southwest corner of Section 30, thence,
469.79 feet continuing along said arc of a
curve to the right having a radius of 2864.79
feet, the chord of which bears North 460 27'
40" East, 469.27 feet; thence, North 51° 09'
33" East, 1040.97 feet; thence, 934.13 feet
along the arc of a curve to the right having
a radius of 2864.79 feet, the chord of which
bears North 600 y' 01" East, 929.99 feet;
thence, North 69 50' 30" East, 343.29 feet;
thence, 590.09 feet along the arc of a curve

to the left having a radius of 1909.87 feet,
the chord of which bears North 600 8591 25"
East, 587.75 feet; thence, North 52 08' 20"
East, 297.58 feet to the terminus point of
this description on the centerline of China
Hat Road (F.S. Road No. 1821), said terminus
point bears South 420 21' 53" East, 4360.99
feet from the iron pipe marking the Northwest
corner of said Section 20.

Section 3. Improvements to be made to the roadway within the
district include all or part of, but are not limited to, the
following:
1. Cleaning and grubbing.
2. Subgrade preparation, including necessary excavation
and embankment.
3. Placement of 40 -feet -wide crushed rock aggregate base.
4. Placement of 36 feet in width asphaltic concrete
pavement surface.
5. Installation of street name signs, safety signs and
barrier rails as required, including traffic control
devices.
6. Engineering, surveying, legal, interim financing,
administration and planning, and construction of the
proposed improvements and any related costs.
Section 4. The road to be improved as a result of this
Resolution shall be improved to County Road Standards.
Section 5. This Resolution shall hereby be referred to the
County Engineer for investigation of the proposed improvements in
accordance with ORS 371.625. The County Engineer may engage the
services of any qualified engineer for all or part of the inves-
tigation required under ORS 371.625.
