38-61-Resolution Recorded 7/15/1981'VOL 390PAGE r 4 4 IN THE BOARD OF COUNTY COMMISSIONERS OF THE STATE OF ORE7 •.6'198 FOR DESCHUTES COUNTY oFscy� FSRr Proceedings ) RESOLUTION ADOPTING BUDGET Co�N In the Matter ofTY,p`�/�oN of the Seventh Mountain ) AND APPROPRIATING FUNDS County Service District ) FOR FISCAL YEAR 1981-82 This matter came on for hearing before the regular term of the Board of County Commissioners acting as the governing body of the Seventh Mountain County Service District on July 1, 1981, the meeting having been continued from June 30, 1981. No member of the public appeared to comment on the budget on either date. From the record, the Board finds as follows: 1. This Board acted as the budget committee of the District pursuant to ORS 294.336(2) in that there were no qualified electors within the district willing to serve. 2. The budget meeting, at which the budget message and document were received, was duly noticed by publication in the Bulletin, a newspaper of general circulation within the District, on May 19, 1981, and held May 27, 1981. The notice, message and budget document are all in proper form. 3. The financial summary and notice of budget hearing are in proper form and were duly published in the Bulletin on June 11, 1981. The budget message and document were continuously available for inspection and copies were available to the public on request from and after this publication date. 4. The budget was fully discussed at the budget meeting, and is approved by the Board; now therefore, it is hereby RESOLVED that the attached budget for the Seventh Mountain County Service District covering the fiscal year ending June 30, 1982 is adopted. The budget is marked "Exhibit All and incorporated here by this reference, and funds are appropriated pursuant to said budget as follows: 1. Materials and services: $ 41,700.00 2. During the past seven months, operational personnel were trained and plant start-up adjustments completed. Minor equipment manufacturing defects were identified and corrected during this period. The plant is consistently meeting its design standards as well as the D.E.Q. effluent quality standards. The proposed budget reflects the continuance of the operational contract service agreement with the Sev- enth Mountain Sales Corporation through the A.U.O. Operational diaries have indicated slightly greater than anticipated operator time which the proposed budget reflects together with an inflationary cost adjustment. Other items have been adjusted reflect- ing operational experience and in some instances, diminished need for professional support services. Collection of users fees by the A.U.O. is recommended for continuance as this procedure has worked very efficiently and minimized impact upon the Treasurer's Office.
