WHEREAS, the Board of County Commissioners of Deschutes County, Oregon,
has held a hearing in accordance with law fixing the assessments of improvements
abutting certain real property in Chaparral Estates L.I.D. in Deschutes County, Oregon;
and
WHEREAS, there were no remonstrances to the proposed assessments relating
to said property; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS
as follows:
Section 1. The assessments for road improvements in Chaparral Estates L.I.D.
are hereby certified in accordance with Exhibit "A," attached hereto and by this
reference incorporated herein.
Section 2. That the rate of interest to be charged on unpaid assessments
for which financing requests are filed with the Board of County Commissioners, and
for assessments for which financing requests are not filed and remain unpaid more
than thirty (30) days from the date of assessment, shall be twelve percent (12%)
per annum.
Section 3. That the Director of Public Works shall mail on July 31, 1981,
notices of the assessments as fixed by this Order to owners of the said property
with an application to finance the improvements in not more than 20 semi-annual
installments. The notice of assessment shall substantially comply with Exhibit "B,"
attached hereto and by this reference incorporated herein. The application to
finance improvements shall substantially comply with Exhibit "C," attached hereto
and by this reference incorporated herein.
Section 4. That this Order, excepting Sections 2, 3, 4 and 5, be published
in a newspaper of general circulation within Deschutes County on July 31, 1981,
with the following heading:

NOTICE OF ASSESSMENT
The Board of County Commissioners of Deschutes County, Oregon, at its regular meet-
ing on July 29, 1981, passed Order No. 81-313, assessing the following-described
property for road improvements. Upon failure of owners to make application to pay
the assessments in installments by August 31, 1981, or upon failure of the owner to
pay the assessment in full by August 31, 1981, interest will commence and run at
the rate of twelve percent (12%) per year, and the property assessed will be subject
to foreclosure.

Section 5. The County Clerk shall, upon the filing of this Order, record
and index it upon the Lien Docket of Deschutes County known as Assessment District

The Board of County Commissioners of Deschutes County, Oregon, has passed Order No.
81-313, certifying the above assessment on the above-described property on July 29,.

Upon failure of the owner of the property assessed to make application to pay the assess-
ment in installments by August 31, 1981, interest will commence to run on the assessment
at a rate of twelve percent (12%) per year, and the property assessed will be subject to
foreclosure if the total amount of the assessment remains unpaid.
If you wish to pay in installments, you must fill out the enclosed application list-
ing your name and address, township, range, section and tax lot number, and the amount
of the assessment. The relevant information is at the top of this letter. You must
then sign the application and mail it to NEIL K. HUDSON, Director of Public Works,
Deschutes County Public Works Department, 61000 Arnold Market Road, Bend, Oregon 97701,
by August 31, 1981. You will be sent information regarding your payments from the
Deschutes County Treasurer.
If you wish to pay the full amount, you must do so on or before August 31, 1981. Pay-
ment is to be made to the Deschutes County Treasurer, Deschutes County Courthouse,
Bend, Oregon 97701.

APPLICATION TO FINANCE IMPROVEMENT
(BANCROFT BONDING ACT, ORS 223.205 to 223.300)
TO THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON:
Pursuant to the provisions of the Act of the Legislature of the State of Oregon,
known as the "Bancroft Bonding Act," (ORS 223.205 to 223.300, as amended), applicant
makes application to finance the portion of the cost of the road improvement levied
against applicant's property and being part of the improvement of roads in unin-
corporated Deschutes County, Oregon, as the same has been determined and assessed by
the Board of County Commissioners of Deschutes County, Oregon, on Order No. 81-313,
and docketed upon the Docket of Assessment District Liens of Deschutes County, Oregon.
The applicant and property owner of the property described below does hereby waive
all irregularities or defects, jurisdictional or otherwise, in the proceedings to
cause said improvement to be constructed or made for which the assessment is levied,
and in the apportionment and assessment of the cost thereof, and acknowledges that
applicant is indebted and the property legally charged with the assessment.
Applicant agrees to pay the assessment in twenty (20) or fewer semi-annual install-
ments, together with interest at twelve percent (12%) per annum on all unpaid assess-
ments. The interest shall be paid semi-annually in addition to and at the time
each principal payment is made.
The installments shall be due and payable on the First day of April and the First day
of October, 1982, and thereafter on the same dates in subsequent years.
