RESOLUTION NO. 81-026
WHEREAS, the Board of County Commissioners manages certain
public lands within Deschutes County, Oregon; and
WHEREAS, some lands under the management of Deschutes
County are zoned for industrial uses; and
WHEREAS, in furtherance of the proper management of such
lands, it is in the best interest of Deschutes County to adopt an
industrial lease policy; now, therefore,
BE: IT RESOLVED BY THE BOARD OF COUNTY :COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the Industrial Lease Policy, marked Exhibit
A,,attached hereto and by this reference incorporated herein, be
adopted as the Industrial Lease Policy for Deschutes County, Oregon.

INDUSTRIAL LEASE POLICY
1. The provision of employment within Deschutes County
by making industrial land available is a benefit to all citizens in
the County.
2. It is in the best interest of Deschutes County to
encourage the establishment of industrial uses on public lands that
are zoned for such uses.
3. Deschutes County should not adversely affect or com-
pete with private industry while leasing its public lands.
4. It is in the public interest to rent public lands at
a price that will encourage the retention of and establishment of
business that might otherwise locate in other communities.
5. Taxes shall be collected as part of the rent on all
public lands leased by the County at the land's full assessed value.
6. The rent, including taxes, for any industrial property
shall be established at rates reasonably calculated to retain and
encourage industry in the County. Initially, rent, including taxes,
charged should be two times the real property taxes assessable to
the property as if the property were privately owned.
7. Each lease entered into for industrial property shall
be reviewed on an annual basis in November of each year to ensure
the County's Industrial Lease Policy is being implemented by the terms
and conditions of the lease.
8. The term of industrial leases shall be the minimum
necessary to effect the purposes of this Policy.
9. Increases in rent should not exceed two times the amount
of increase in taxes as if the property were privately owned, or the
amount of the previous year's rent times the percentage change in the

Portland Consumer Price Index as of the previous July 1, whichever
is greater.
10. Insurance, naming the County as a co-insured, shall
be provided in conjunction with all industrial leases.
