COUNTY COMMISSIONERS OF DESCHUTES COUNTY, regon, egi g p , Because of the Anticipated Revenue ) APR Shortfall in the General Fund for ) RO 16 1987 the 1980-81 Fiscal Year. ) ,DFSCH ESRC PA Tr- ORDER NO. 81-234 AUNTY Qk K An Order Providing for the Emergency ) Measures to Reduce General Fund ) Expenditures for Deschutes County, ) 0 B 'nnin Aril 1 1981 ) WHEREAS, it is anticipated that there will be a revenue shortfall in the General Fund of Deschutes County in the 1980-81 fiscal year; and WHEREAS, certain emergency measures relating to the author- ization for expenditure of materials and services were implemented effective April 1, 1981; and WHEREAS, a reduction in salary and services will be necessary in order to end the fiscal year with a balanced budget in the General Fund; and WHEREAS, numerous meetings have been held in order to dis- cuss the necessary measures that must be taken to reduce expenditures in order not to exceed anticipated revenues; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. All General Fund County employees shall work a reduced work of 32 hours, commencing the week ending April 24, 1981, with reduced salaries, unless otherwise provided for in this Order, as follows: Month Percentage Reduction April, 1981 10% May, 1981 20% June, 1981 20% Section 2. Employees in the Sheriff's Department shall receive a salary and hourly reduction as follows: Month April, 1981 May, 1981 June, 1981 ORDER NO. 81-234, PAGE 1 Percentage Reduction 5% 10% 10% OREGON CED t VOL 37PAcE 694 Section 3. Correctional employees in the Deschutes County Jail Department shall not be reduced in hours or salary. Section 4. The Emergency Services Division employees of the Deschutes County Sheriff's Department shall sustain the same salary and hourly reduction as other Sheriff's Department employees. Section 5. The Juvenile Court Department shall be closed on Mondays, commencing April 27, 1981. All employees in the Juvenile Court Department shall work 32 hours per week and receive salary reductions in accordance with Section l of this Order. During the period that the Juvenile Court Department is closed, staff shall be on call for emergencies only. Section 6. CETA employees shall receive reductions in pay and hours in accordance with the reductions ordered for their de- partment; however, such employees shall be allowed to work overtime. Section 7. Expenditures for Animal Control shall not be allowed to exceed revenues generated by that fund. Reduction in hours and pay for the employee in the Animal Control Department shall be commensurate with those reductions ordered in Section 2 of this Order. In the event that projected revenues anticipated to be collected are insufficient to balance projected expenditures in the Animal Control Department, the Animal Control Department and the Animal Control Officer shall be curtailed. Section 8. The Solid Waste Department shall effect a savings in personnel services of $9,100.00, to be accomplished through the transfer of employees and a reduction in hours of operation. Blanket approval for materials and services up to the expenditure of $85,000.00 for the fiscal year is hereby approved. Section 9. The Library Department shall operate 25 hours per week. This shall be accomplished by closing the Library from April 20 through April 25, 1981, and having hours of operation thereafter on Thursdays from 12:00 Noon to 8:00 p.m.; Fridays from 10:00 a.m. to 6:00 p.m.; and Saturdays from 10:00 a.m. to 2:00 p.m. Section 10. The Family Counseling Clinic Department shall effect a 20% cut in personnel services in the amount of $6,000.00, and shall defer purchase of an automobile in the amount of $4,800.00. Current contracts with the Clinical Psychologist and Contract Counseling shall continue. Section 11. The General Health-Medical Nursing Department shall effect a 20% cut in personnel services in the amount of $3,954.25. Such cuts shall include a 20% reduction in pay to the Health Officer. Section 12. All health-related grant programs shall continue at their anticipated level, provided, at no time shall any such grant program operate without funding, nor shall the County be required in any instance to advance money to the program. Any grant program not having sufficient cash or requiring an advance, or borrowing from another fund, shall be terminated. ORDER NO. 81-234, PAGE 2 r oL 37 AGE 695 Section 13. The Home Health Department shall, provided sufficient cash is generated through the grant for that department, continue full operation. Operation shall be on the same basis as provided in Section 12 of this Order. Section 14. The Deschutes County Courthouse, Courthouse Annex, and County Offices located at,.the Southgate Center, shall be closed on each Friday beginning April 24, 1981, through June 26, 1981. The hours of operation for next fiscal year shall be determined upon approval and final adoption of the Deschutes County 1981-82 fiscal year budget, following a budget election. Section 15. The Deschutes County Justice Building shall be open five days per week during regular business hours. Section 16. There shall be no capital expenditures for any General Fund Department. Section 17. All materials and services expenditures in- curred on or air April 1, 1981, must be approved by a member of the Board of County Commissioners prior to incurring the obligation for the purchase. Section 18. County-paid travel outside Deschutes County shall not occur, unless for an emergency or with prior Commissioner approval. Section 19. No permanent full-time or permanent part-time employees shall receive a reduction or loss in health insurance benefits as a result of this Order. DATED this day of 1981.
