WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has determined that five ballot measures should be
referred to the voters of Deschutes County, Oregon, to authorize the
levying of taxes in an amount greater than the limitation in Article
XI, Section 11, Oregon Constitution, in order to permit the proper
operation of County affairs for the 1981-82 fiscal year with respect
to three operating levies, and the 1981-82 and 1982-83 fiscal years
for Sheriff and Library purposes; and
WHEREAS, it is necessary to submit the questions of
authorizing the levies to the legal voters of Deschutes County, Oregon;
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. Date of Election. That the measures set forth
in Sections 2 through 6 of this Resolution shall be submitted in
the manner prescribed by law to the legal voters of Deschutes County,
Oregon, at a County levy election to be held on May 19, 1981.
Section 2. Sheriff's Law Enforcement Levy. At the County
levy election ere shall be submitted to the legal voters of
Deschutes County, Oregon, for their approval or rejection, a two-year
mixed serial law enforcement levy measure, as set out in Exhibit A,
attached hereto and by this reference incorporated herein.
Section 3. Library Levy. At the County levy election, there
shall be submitted to the legal voters of Deschutes County, Oregon,
for their approval or rejection, a two-year mixed serial library
services levy measure, marked Exhibit B, attached hereto and by
this reference incorporated herein.

Section 4. Deschutes County General Operating "A" Ballot.
At the County evy election, t ere s a be su mitte to t e ega
voters of Deschutes County, Oregon, for their approval or rejection,
a one-year special operating levy measure as set forth in Exhibit C,
attached hereto and by this reference incorporated herein.
Section 5. Deschutes County General Operating "B" Ballot.
At the County evy election, t ere shall e submitted to the eg-al
voters of Deschutes County, Oregon, for their approval or rejection,
a one-year special operating levy measure, marked Exhibit D, attached
hereto and by this reference incorporated herein.
Section 6. Deschutes County Solid Waste "B" Ballot. At
the County levy election, there sBall be submitted to the legal
voters of Deschutes County, Oregon, for their approval or rejection,
a one-year special County Landfills operating levy measure, marked
Exhibit E, attached hereto and by this reference incorporated herein.
Section 7. Publication. The measures set forth in
Sections 2 through 6 oT t i_i s Resolution shall be published in
accordance with ORS 254.205, the facsimile of ballot provisions,
and shall constitute the only notice required.
Section 8. Filing. Immediately following passage, this

copy hereof shall be filed with the Elections Officer of Deschutes
County, Oregon.

TITLE: SHERIFF'S LAW ENFORCEMENT LEVY
QUESTION: Shall Deschutes County serially levy $.85
per $1000iassessed value for Law Enforcement
for two years?
PURPOSE: Increased Sheriff's Patrols and Law Enforcement
Services. Expanded Resident Deputy Program,
Emergency Services, Search and Rescue, and _-
Corrections. This mixed serial levy will
provide operating funds for the 1981-82 and
1982-83 fiscal years, and $20,000 for capital
construction.
Estimated amount to be raised is $1,299,361
the first year, and $1,494,391 the second year.
Total estimated outlay for two years is
$2,793,752. These levies exceed 6% limitation in
Section 11, Article XI, Oregon Constitution.

TITLE: LIBRARY LEVY
QUESTION: Shall Deschutes County serially levy $.37
per $1000 assessed value for Library
Services for two years?
PURPOSE: Restores full library services and operating
hours in County Libraries in Redmond, Sisters
and Bend. Restores Books-By-Mail.and children's
programs. This mixed serial levy will provide
operating funds for 1981-82 and 1982-83 fiscal
years, and $20,000 for capital construction.
Estimated amount to be raised is $568,351 the
first year, and $616,604 the second year.
Total estimated outlay for two years is
$1,184,955. Levies exceed 67. limitation in
Section 11, Article XI, Oregon Constitution.

TITLE: DESCHUTES COUNTY GENERAL OPERATING "A" BALLOT
QUESTION: Shall Deschutes County levy $163,000 for
1981-82 fiscal year for general operations?
PURPOSE: Partial funding for mandated services.
EXPLANATION: This Ballot must be approved to authorize
any "B" Ballot. Levy exceeds 6% limitation -in Section
11, Article XI, Oregon Constitution. If this
measure is approved, $163,000 of taxes levied
will be financed partially by the State of
Oregon.

QUESTION: Shall Deschutes County levy $1,531,829 for
1981-82 fiscal year for general operations?
PURPOSE: Fund Senior Programs, Maintain Essential
County Services, including:
- Bend Senior Center; Dial -A -Ride;
Redmond Senior Council
- School Children Health Programs
- Court Services
- County Extension Agent
- Veterans Services
EXPLANATION:
Deschutes County "A" Ballot must be approved
to authorize this levy. Levy exceeds 6% limitation in
Section 11, Article XI, Oregon Constitution.
If this measure is approved, $1,531,829 of the
taxes levied will be totally financed by local
taxpayers without any partial State payment.

DESCHUTES COUNTY SOLID WASTE "B" BALLOT
QUESTION: Shall Deschutes County levy $786,954 for the
1981-82 fiscal year for operation of County
Landfills?
PURPOSE: Free Landfill dumping at all six County sites
in La Pine, Redmond, Bend, Sisters and Alfalfa.
Funding for operation of County. Landfills.
EXPLANATION: Deschutes County "A" Ballot must be approved
to authorize this levy. Levy exceeds 6% limitation in
Section 11, Article XI, Oregon Constitution.
If this measure is approved, $786,954 of the taxes
levied will be totally financed by local tax-
payers, without any partial State payment.
