WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has determined that ten ballot measures should be
referred to the voters of Deschutes County, Oregon, to authorize the
levying of taxes in an amount greater than the limitation in
Article XI, Section 11, Oregon Constitution, in order to permit the
proper operation of County affairs for the 1981-82 fiscal year; and
WHEREAS, it is necessary to submit the questions of authorizing
the levies to the legal voters of Deschutes County, Oregon; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. Date of Election. That the measures set forth
in Sections anJ-3 of this Resolution be submitted in the manner
prescribed by law to the legal voters of Deschutes County, Oregon,
at a County levy election to be held on Tuesday, June 30, 1981.
Section 2. Deschutes County General Operating A Ballot.
At the County evy election, there shall e submitted to the legal
voters of Deschutes County, Oregon, for their approval or rejection,
a one-year special operating levy measure as set forth in Exhibit
"A," attached hereto and by this reference incorporated herein.
Section 3. Deschutes County General Operating B Ballots.
At the County evy election, there shall be submitted to the legal
voters of Deschutes County, Oregon, for their approval or rejection,
nine one-year special operating levy measures, marked Exhibit "B,"
pages one through nine, attached hereto and by this reference
incorporated herein.
Section 4. Publication. The measures set forth in Sections
2 and 3 of this Resolution sha be published in accordance with
ORS 254.205, the facsimile of ballot provisions, and shall constitute
the only notice required.

Section 5. FFiling. Immediately following passage, this
Resolution sEa��e fired with the Deschutes County Clerk, and a copy
hereof shall be filed with the Elections Officer of Deschutes County,
Oregon.

TITLE: DESCHUTES COUNTY GENERAL OPERATING "A" BALLOT
QUESTION: Shall Deschutes County levy $163,037 for 1981-82
Fiscal Year outside tax base?
PURPOSE: Partial support for mandated services, upkeep
of all buildings, minimum staffing for Elections
Department, and maintenance of current insurance
coverage.
EXPLANATION: This ballot must be approved to authorize any
"B" ballot. Levy exceeds 6% limitation in
Section 11, Article XI, Oregon Constitution.
If this measure is approved, $163,037 of the
taxes levied will be financed partially by the
State of Oregon, which will result in an estimated
tax rate of $.70 per $1000 of true cash value,
exclusive of levies for bond principal and
interest, and serial levies for capital construction.
This is a $.09 per thousand dollar of true cash
value increase over the previous year.

TITLE: DESCHUTES COUNTY GENERAL OPERATING "B" BALLOT
FOR ASSESSMENT SERVICES
QUESTION: Shall Deschutes County levy $350,860 for 1981-82
Fiscal Year for assessment services?
PURPOSE: Enhanced funding for County Assessor to provide
equalization of assessment and equitable property
taxation within Deschutes County. Allows only
performance of mandated services.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $350,860 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

TITLE: DESCHUTES COUNTY "B" BALLOT FOR CRIMINAL
PROSECUTION AND JUSTICE SERVICES
QUESTION: Shall Deschutes County levy $311,400 for 1981-82
Fiscal Year for criminal prosecution and justice
services?
PURPOSE: Funding for enhanced District Attorney, County
Clerk, District, Court, Circuit Court and Juvenile
Court services.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $311,400 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

TITLE: DESCHUTES COUNTY _ "B" BALLOT FOR DOG
CONTROL, ZONING CODE ENFORCEMENT
QUESTION: Shall Deschutes County levy $37,950 for 1981-82
Fiscal Year for dog control and zoning code
enforcement?
PURPOSE: Funding for full-time dog control within Deschutes
County, and County Code Enforcement Officer.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $37,950 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

FOR COUNTY EXTENSION PROGRAM
QUESTION: Shall Deschutes County levy $56,500 for 1981-82
Fiscal Year for County Extension Program?
PURPOSE: Funding for the Deschutes County Extension Program,
including 4-H youth programs, family living
programs, agricultural assistance to area farmers,
and energy conservation assistance.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $56,500 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

FOR SENIOR CITIZEN PROGRAMS
QUESTION: Shall Deschutes County levy $45,074 for 1981-82
Fiscal Year for senior citizen program support?
PURPOSE: County funds for senior programs in Deschutes
County.
EXPLANATION: Deschutes County "A" Ballot must be approved
to authorize this levy. Levy exceeds 6% limitation

QUESTION: Shall Deschutes County levy $38,982 for 1981-82
Fiscal Year for Veterans Services?
PURPOSE: Fund Veterans Services, to provide for a -Veterans
Service Officer who will assist veterans and their
families in obtaining Federal and State benefits.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $38,982 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

FOR HUMANE SOCIETY SUPPORT
QUESTION: Shall Deschutes County levy $17,250 for 1981-82
Fiscal Year for Humane Society support?
PURPOSE: Help defray cost of housing and caring for stray
and impounded animals within the County.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Argicle XI, Oregon Constitution.
If this measure is approved, $17,250 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.

TITLE: DESCHUTES COUNTY "B" BALLOT FOR FULL-TIME
COUNTY OPERATION.
QUESTION: Shall Deschutes County levy $247,000 for 1981-82
Fiscal Year to restore full-time County operations?
PURPOSE: Opens Courthouse and all County facilities a
minimum of five days per week between the hours
of 8:30 a.m. and 5:00 p.m., -including lunch hours.
EXPLANATION: Deschutes County "A" Ballot must be approved to
authorize this levy. Levy exceeds 6% limitation
in Section 11, Article XI, Oregon Constitution.
If this measure is approved, $247,000 of the taxes
levied will be totally financed by local taxpayers
without any partial State payment.
