VOLc PAG - 942 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Providing for the Calling of a County Tax Base Election in Deschutes County, Oregon, on November 4, 1980, for the Purpose of Submitting to the Legal Voters of Deschutes County, Oregon, the Question of Establish- ing a New Tax Base for the Purpose of Applying the Limitation on Taxation Set Forth in Article XI, Section 11, Oregon Constitution; and Providing for a Ballot Title and Explanation. RESOLUTION NO. 80-205 WHEREAS, the Board of County Commissioners of Deschutes County, Oregon, has determined that a new tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of County affairs within the limitation contained in Article XI, Section 11, Oregon Constitution; and WHEREAS, it is necessary to submit the question of establishing a new tax base to the legal voters of Deschutes County, Oregon; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Date of election. The measure set forth in Section 2 of this Resolution shall be submitted in the manner prescribed herein to the legal voters of Deschutes County, Oregon, at a County tax base election to be held on November 4, 1980, the statewide general election. Section 2. Form of question. At the County tax base election, there shallesubmittedto the legal voters of Deschutes County, Oregon, for their approval or rejection, the following measure: RESOLUTION NO, 80-205, PAGE 1 w DESCHUTES COUNTY TAX BASE Question: Shall Deschutes County establish a new tax base of $5,415,805 effective July 1, 1981? Purpose: 1. Free landfill dumping at all six County landfills; La Pine, Redmond, Bend, Terrebonne, Alfalfa. 2. Fifty percent increase in Sheriff patrols. 3. Funding for Bend Senior Center, Dial -A -Ride, and Redmond Senior Council. 4. Full-time County Library and "Books -by -Mail." 5. Maintain County Services. 6. Funding for Sisters and Redmond Libraries. 7. District Court in Redmond. Explanation: The budget was reduced over $1,400,000 from the previous year to balance the current budget. Current revenues will not provide necessary services. Rising costs; due to inflation, population increases, and requests for services; require a tax base to maintain important services such as: -Free County Landfills -Elderly Programs -Law Enforcement -School Children Health Programs -Court Services -Libraries -County Extension Agent -Veterans Services The new tax base will be limited to an annual increase of six percent pursuant to Article XI, Section 11, of the Oregon Constitution. The County's present tax base of $1,025,395 has not been increased since 1916. When taxes are levied under the new tax base, they will be partially funded by the State of Oregon. RESOLUTION NO. 80-205, PAGE 2 Section 3. Publication. This measure shall be publsihed in accordance with ORS 254.205, the facsimile of ballot provisions, and shall constitute the only notice required. Section 4. Filing.
