Statement of Deschutes County ) AMENDMENT TO
Year 2000 Comprehensive Plan ) ORDINANCE PL -20
WHEREAS, the Bend Municipal Airport is situated on soil classes III, IV and
VI; and
WHEREAS, an exception to LCDC Goal 3 must be taken for lands of the above
soil classes not devoted to agricultural purposes; and
WHEREAS, the Board of County Commissioners has held two public hearings on
the matter of this amendment to the Exceptions Statement contained within the Deschutes
County Year 2000 Comprehensive Plan; and
WHEREAS, the Board of County Commissioners has adopted the findings attached
hereto as Exhibit "B," and incorporated herein by reference;
NOW, THEREFORE, the Board of County Commissioners of Deschutes County, Oregon
ordains that the County Goal Exceptions Statement contained in the Deschutes County
Year 2000 Comprehensive Plan be amended to include the statement attached hereto as
Exhibit "A," and incorporated herein by reference.
This Ordinance being necessary for the immediate preservation of the public
welfare, health and safety, an emergency is declared to exist and this ordinance
shall take effect upon its adoption.

GOAL EXCEPTIONS STATEMENT
The Bend Municipal Airport lies approximately two miles east
of the Bend. -Urban Growth Boundary, at the intersection of
Butler.Market Road and the Powell Butte Highway. Originally
established-in 1942, this public transportation facility is
an important part of the County's transportation and economy

planning.;';:An airport master plan`as been prepared by the
City and the land use elements accepted by Deschutes County_
This master plan provides adequate demonstration of the need
for such a facility and that its present location is the only
viable site available. Further, sufficient planning has
occurred to ensure the environmental,. economic, social and
energy consequences are acceptable and compatible with adjacent
uses. Therefore, this area of 354 acres shall also be excepted
from compliance with State Land Use Planning Goal 3.
EXHIBIT "B"
FINDINGS
'VOL
1. The soils on the Bend Municipal Airport property are of U.S. Soil Conservation
Service Agricultural Capabilities Classes III, IV and VI.
2. Oregon Land Conservation and Development Commission Statewide Planning Goals and
Guidelines require soils of S.C.S. agricultural capabilities classes I -VI to be
protected for agricultural purposes unless an exception is taken to the
Agricultural Goal.
3. Deschutes County has established on page 101 of the County Comprehensive Plan,
that one of its transportation goals is, "To provide air transportation
opportunities for General Aviation and Air Carrier Aviation within a balanced
transportation network."
4. The importance of the local airports to the local economy is established on
page 99 of the County Comprehensive Plan, where it is stated that, "...some
businesses require a location near an airport, ..." and that, "...much of the
type of industry the County wishes to attract are of that nature."
5. Policy 24, on page 104 of the County Plan, states that the "... Bend Airport
Master Plan,shall become part of this plan ..." after "... acceptance by the
County governing body."
6. The demand /capacity chapter of the Bend Municipal Airport Master Plan, Technical
Report indicates that Bend will grow from 81,000 annual operations in 1977 to
245,000 annual operations in the year 2000.
7. Figure 5 of the Technical Report identifies the existing runway, hangars and
other physical improvements existing and planned at the Bend Airport, and reflects
the amount of commitment that has been made to this site.
8. No testimony was submitted to indicate any other feasible site exists for the
airport.
9. The Land Use Plan of the Technical Report indicates on page 47 that the objectives
of the Plan are to:
-- Provide an understanding of the nature and extent of airport - related noise
and potential safety problems and depict them graphically.
-- Identify compatible land uses.
-- Identify conflicting land uses.
-- Identify airport noise and safety impact areas.
-- Provide an Airport Area Land Use Development Plan.
-- Set forth policies and guidelines for the development of the airport environs.

-- Identify ways to prevent, resolve or minimize conflicts. ,
-- Set forth methods for implementation and compliance with the Airport Area
Land Use Plan.
Because the Plan does not meet these objectives, it is apparent that the long -
term environmental, economic, social and energy consequences have been considered
and that the airport use will be compatible with adjacent uses.
