A rrFRS Nry goy WHEREAS, the Board finds the existing County tax base of $1,025,394.00 to be inadequate to maintain County operations at current levels; and WHEREAS, the Budget Committee has recommended that a tax base of $7,000,000.00 be submitted to a vote of the people, NOW, THEREFORE, IT IS HEREBY ORDERED that: The ballot measure attached hereto, which requests an increase in the tax base, be submitted to a vote at the primary election to be held May 20, 1980. PURPOSE The existing County tax base is $1,025,394.00. The tax base has not been increased since 1916. This measure would in- crease the tax base to $7,000,000.00. By Oregon law, a tax base cannot be exceeded by more than six percent in any year without first being approved by a vote of the people. The tax base partially finances the ex- penses of all County operations. EXPLANATION The entire tax base will be partially financed by the State of Oregon. The tax base will furnish 100% of the approved County Library budget; 100% of the approved budget for dis- posal of solid waste in Deschutes County; and approximately 40% of the approved General Fund budget for all other County functions. The Budget Committee has approved a County budget which would result in a maximum levy of $4,000,000.00 from the tax base during the 1980-81 fiscal year.
