34-414-Ordinance No. 203.14 Recorded 4/11/1980V4 voL 34 rm;414 BEFORE THE BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES COUNTY, OREGON In the Matter of an Ordinance ) Establishing Fees in the Office of the Deschutes County Assessor for ) ORDINANCE NO. 203.14 Certain Computation, Research, and Reproduction Services THE DESCHUTES COUNTY BOARD OF COMMISSIONERS ORDAINS AS FOLLOWS: SECTION 1. PURPOSE AND INTENT. WHEREAS, ORS 203.035 to 203.065 give general law counties in Oregon the authority to adopt ordinances over matters of local concern; and WHEREAS, it appearing that the Office of the Deschutes County Assessor has received an increasing number of public requests to calculate the amount of deferred taxes on lands currently under farm use or forest land tax deferrals, which calculations require a large amount of research time 6f County personnel; and WHEREAS, it appears that the Assessor has also received an increasing number of requests from the public to copy various of the public records on file in his office; and that in order for the Assessor to properly allow for the disclosure of such records, in conjunction with his responsibility to safeguard the records, it is necessary that the Assessor utilize at various times certain of the personnel, facilities, and equipment in his office, all at a cost to Deschutes County; and WHEREAS, it appearing that the cost to Deschutes County for providing such research, reproduction and calculation services is as set forth in a PAGE 1 - ORDINANCE NO. 203-14 ~r Vol 34 PACE 415 Schedule entitled Exhibit "A", attached herewith and by reference incorporated herein; IT IS, THEREFORE, the purpose and intent of this Ordinance that fees be established in the office of the Assessor as noted hereinafter in order that the County is reimbursed for certain of the costs to it in providing the above services. SECTION 2. FEES. Beginning as of the effective date of this Ordinance as noted below, the Fees as set forth in Exhibit "A", which is attached herewith and by this reference incorporated herein, shall be charged for reproduction, calculation and research costs as noted therein. SECTION 3. PLACEMENT OF REVENUE. Any revenue recovered pursuant to this Ordinance shall be deposited as follows: (A) All monies received as a result of map reproduction shall be deposited in the Map Fund. (B) All other monies received pursuant to this Ordinance shall be deposited in the Deschutes County General Fund. SECTION 4. REPEAL. This Ordinance shall supersede and repeal any other ordinance, or part thereof, which is in conflict herewith. SECTION 5• EMERGENCY. The fee will be applied towards the taxes, provided the time period between the request for computation and application for withdrawal of the land from the specially assessed category is less than 90 days. There is no refund in the event the additional taxes are less than the fee. Tax prepayment computations on subdivisions, which 115.00 require computation of potential additional taxes on specially assessed land. Tax prepayment computations on subdivisions which 40.00 do not require computation of potential additional taxes on specially assessed land. HARD COPY PRINTOUTS Alphabetical index - 1 copy $ 55.00 Other computer printouts - due to the wide variations that may exist on computer time and volume of material, custom runs will be priced out on a quote basis, with a $15.00 fee for developing the quote. Any such fee adjustment shall be set forth in a Modified Fee Schedule to be attached to this ordinance. Commercial organizations desiring to microfilm the master cartographic cadastral maps may do so during non-duty hours, under the following conditions: Advance contractual agreement with Deschutes County dealing with security of the building and utilization of volunteer cartographic technicians with adequate skill and knowledge to the satisfaction of the Assessor. A Deschutes County employee from the cartography -drafting department present at all times the filming is being done and their salary paid by the commercial organization at the over- time rate of 12 times their regular hourly salary. Payment of a fee of $1.00 per map copied. Supply the Assessor with a duplicate reel (film) of all maps copied. 1 This fee does not apply to the owner of record requesting one copy
