ORS 448.215 confers on the State Health Division the responsibility of main- taining community domestic water supply systems as defined in ORS 448.205(3); and 2. The Board of County Commissioners. finds that the current system of submitting transmittal letters to the State Health Division gives that agency insufficient in- formation to discharge its responsibility for protecting the public from health hazards in new housing developments in that these transmittal letters do not disclose the plans for community water supply systems and do not identify the contractor or other person to be consulted about the details of construction; NOW, THEREFORE, IT IS HEREBY ORDERED: 1. Whenever the Planning Director prepares a staff report in connection with any application for a land use permit involving the construction of a community public utility or municipal water supply system, or any part thereof, he shall require the applicant to name all firms, persons or contractors whom the applicant, owner or developer of the land included in the permit intends to employ for construction of the system. 2. If the applicant has not determined who will build the system, he will identify some other person who will be responsible for its construction. The applicant will supply the Planning Director with complete plans of the proposed water supply system within the boundaries of the land covered-by the application. 3. The Planning Director shall send the foregoing information and plans with a transmittal letter to the State Health Division requesting advice on whether the application should be approved.
