BE IT REMEMBERED, That at a regular meeting of the County Commission
held this 16th day of January, 19.80, with all Commissioners present, the following
business was transacted and approved as noted from January 16, 1980 through
February 6, 1980.
IN THE MATTER OF
Claims Against the County:
At this time the Commission approved claims against the county per
attached list and made a part of this journal.
IN THE MATTER OF
Establishments of the following roads:
At this time the Commission approved the estbliahment of the following
roads in Bend: That Portion of Holly Court; That portion of Hiller Drive; that
portion of Volare Lane; that portion of Gunwood Lane; that portion of Dover Lane;
that portion of-Chuckanut Drive; that portion of Targee Drive; that portion of
Springcrest Drive; All of Bristol Way; All of Whitehaven Circle; All of Whitehaven
Lane; All of Whitstone Circle; that portion of Murphy Road.
IN THE MATTER OF
Vacation of all that portion of Antelope-Avenue:
At this time the Commission the Board vacated the above-referenced
road; described as follows: All of that portion of Antelope Avenue in the Southeast
One-Quarter, Northwest One-Quarter (SE4NW4)_ of Section 29, Township 15 South,
Range 13 East, Willamette Meridian, Deschutes County, Oregon lying between Old
Dalles-California Highway anal the Pilot Butte Canal.
IN THE MATTER OF
Adoption of the Oregon State Structural Specialty Code and Fire and Life Safety Code:
At this time the Commission adopted County Ordinance No. 203.13 with
the above title on January 16, 1980 which became effective upon adoption.
IN THE MATTER OF
Roads: Bend:- Proposed Agreement for Extension of First Street Between Hayes and
Cleveland Avenues:
At this time the Commission entered into an agreement between the
Oregon Department of Transportation, Highway Division and the County for the
purpose of extending of First Street and purchaisng from Walter and Ruby Currier
the following described property for $50,000: The North 99 feet of Tract 19 of
Virginia Park, except the East eleven feet thereof, Deschutes, County Oregon.
IN THE MATTER OF
Declaration of Dedication:
At this time the Commission accepted a dedication of land from Ralph
J. Kent and De Lana L. A. Kent for roadway and utility purposes the following
described real property: A strip of land 5 feet wide along the easterly boundary
of lot 5 of Sherman Park, Deschutes County, Oregon, located in the NW4 of Section 21,
Township 17S, R12E of Willamette Meridian, Deschuues County, Oregon.

Resolution Transferring an Appropriation within General Fund:
At this time the Commission approved the transfer of funds amounting
to $1,983.56 from Building to Dept. of Administration for Personnel Services.
IN THE MATTER OF
Notice of Final Hearin for Annexation to Sisters Rural Fire Protection District
(Tollgate):
At this time the Commission set February 20, 1980 as the final
hearing date for the proposed annexation at the Deschutes County Courthouse
Annex, Conference Room A, Bend, Oregon at 10:00 a.m.
IN THE MATTER OF
Declaration of Dedication:
At this time the Commission accepted a dedication of declaration
from C.W. Jonas for roadway and utility purposes the following described
real property: The Northerly (10) feet of the N z of NE % of Section 25,
T 17, R 14, East of Willamette Meridian. Deschutes County, Oregon.
IN THE MATTER OF
Forest Receipts:
At this time the Commission approved a memorandum to be sent to
Charles Plummer, County Roadmaster regarding the forest receipts received
and amounts in regard to the building of roads.
IN THE MATTER OF
Bernard Burke, Land Use License:
At this time the Commission approved a land use license for the
following described land: a strip of vacant land 15 feet by 3000 feet as
shown on the attached map section. This license fee is $25.00 beginning
January 1, 1980.
IN THE MATTER OF
Cooperative Agreement: Child Support and Establishment of Paternity:
At this time the Commission entered into the above agreement subject
to the special terms and conditions in the agreement.
IN THE MATTER OF
Appropriating Funds:
At this time the Commission approved an order appropriating funds
from other county countributions Materials and Services--a grant received
in the amount of $10,000 for contractual service - space study.
IN THE MATTER OF
A Home Rule Charter for Deschutes Count:
At this time the Commission approved a resolution requesting the
appointment of a home rule committee to report on the advantages and disad-
vantages of home rule and produce a charter for Deschutes county during the
next two years.

IN THE MATTER OF
Appropriating funds:
At this time the Commission approved appropriation of grants
received totalling $30,876.00 as follows: Assessor Department-Personal
Services $29,576.00; Tax Department-Personal Services $1,300.00 for extra
help and overtime.
IN THE MATTER OF
Reappointments to Deschutes County Solid Waste Advisory Committee:
At this time the Commission reappointed Mr. Joe Chotard, Mr. Neil
Hohnstein and Mr. Del Schulzke to the Deschutes County Solid Waste Advisory
Committee which terms are due to expire April 1, 1983, April 1, 1981 and
April 1, 1982, respectively.
IN THE MATTER OF
Refund of Taxes:
At this time the Commission approved an order refunding taxes
in the amount of $173.81 to Nicholas B. Cartwright and to Bruce McCoy
in the amount of $22.75.
IN THE MATTER OF
Notice of Final Hearing for formation of River Forest Acres Special Road District:
At this time the Commission approved the above notice setting the
hearing date on this matter for February 20, 1980 at 10:00 a.m. in the Deschutes
County Courthouse Annex, Conference Room A, Bend, Oregon.
IN THE MATTER OF
Hearing on Annexation to Rural Fire Protection District No. 2(Armstrong):
At this time the Commission approved a resolution setting February 20,
1980 as the final hearing date for the above annexation.
IN THE MATTER OF
Application for Right-of-Way:
At this time the Commission a right-of-way application for a permit
for the Deschutes County Road Department.
IN THE MATTER OF
Community Corrections Agreement:
At this time the Commission entered into a modification of the
community health program agreement revising the agreement amount from $335,089
to $336,959.
IN THE MATTER OF
Resolution Transferring An Appropriation Within General Fund:
At this time the Commission approved the transfer of funds in the
amount of $3,340..95 from Other County Contributions to Board of Commissioners
for surveyors fees.

At this time the Commission approved the above petition for a ruling
