BEFORE THE BOARD OF COUNTY COMMISSIONERS OF THE STATE OF OREGON

R E S O L U T I O N
WHEREAS, it has come to the attention of the Board that there is considerable
interest in considering changing the form of government of Deschutes County to one
governed by a properly drafted Home Rule Charter adopted by the electorate pursuant
to ORS 203.760,
NOW, THEREFORE, IT IS HEREBY RESOLVED that:
1. Pursuant to ORS 203.730(1)(a), the Board of County Commissioners requests
appointment of a committee to report on the advantages and disadvantages of home
rule and produce a proposed Charter for Deschutes County which may be submitted
to the electorate at primary or general election within the next two years, depending
upon when the committee's work on the Charter is completed.
2. The terms of the members of the committee shall be governed by ORS 203.740.
3. This Resolution shall be filed with the County Clerk forthwith, pursuant
to ORS 203.730(2).
4. The Board hereby appropriates $500.00 from the County Commissioners' budget
to pay the expenses of the committee, pursuant to ORS 203.750(1).
5. The committee may use Room 101 in the Courthouse, and such other office
space as the Board may assign from time to time, for the conduct of its meetings
when it is appointed.
6. The Board of Commissioners hereby asks all interested persons who wish
to be considered for appointment by the Board to the committee pursuant to
ORS 203.740(2)(a)(i) to write letters of application to the Board within the next
45 days, so that the Board's appointments may be made within the statutory time
limits.
7. In drafting a proposed Charter, the committee members are charged to consider
the following questions:
A. What functions should County government perform?
B. What functions and activities do the citizens of the County want
County government to perform?
C. What County departments should be set up and what functions should
they have in order to realize the desires of the citizens for
County services in a way that will make the most efficient use of
County revenues?

D. What officials should the County have?
E. Which of the officials should be elected and which should be
appointed?
F. Should the members of the Board of Commissioners serve full-time
or part-time?
G. Should the Commissioners be compensated, and if so, should their
compensation be set by Charter or budgeted annually?
H. Should the County be empowered to raise and collect taxes in a
manner other than presently provided by State law?
I. Should the County take over State regulatory functions to the
extent that this is lawful in respect to matters in which State
regulation has not satisfied the citizens of the County? If so,
which State regulatory functions can the County afford to take
over and do better than the State?
J. Which State regulatory functions can and should be eliminated by
County Charter in order to serve the desires and needs of the
citizens of the County in the most economical way?
8. The committee shall also consider any and all questions which seem to it
to be necessary and helpful to draft the Charter properly and explain it to the
citizens of the County.
