WHEREAS, the Board of County Commissioners has decided on February 14, 1980 to
submit a tax levy request to the voters at an election to be held March 25, 1980;
and
WHEREAS, the ballot text attached hereto was approved as to form and content
by the Board on February 19, 1980; and
WHEREAS, ORS 310.330(1) requires the Board to enter an order for a special
election increasing the tax levy,
NOW, THEREFORE, IT IS HEREBY ORDERED that a special election be held on
March 25, 1980, for the purpose of submitting to the voters a tax levy request
outside the constitutional limitation.

1. QUESTION FOR A LEVY
Shall Deschutes County levy $835,237.00 outside the constitutional
limitation for County operations during 1980-81?
PURPOSE
This levy is to provide partial funding for maintaining operation of all
County Departments and functions.
EXPLANATION
This levy would provide partial funding for all County agencies during
the 1980-81 fiscal year. It would furnish 73% of the proposed County Library
budget; 55% of the proposed budget for disposal of solid waste within Deschutes
County; and 3% of the proposed General Fund budget for all other County
functions. As required by State statute contained within HB 2540 passed by
the 1979 Legislature, the total levy request is submitted in two ballot
questions.

If this measure is approved, of the taxes levied will be financed
partially by the State of Oregon, which will result in an estaimted tax rate
of per $1,000 of true cash value, exclusive of levies for bond
principal and interest and serial levies for capital construction.

PURPOSE
This levy is to provide partial funding for maintaining`-operation of all
County Departments and functions.

This levy would provide partial funding for all County agencies during the
1980-81 fiscal year. It would furnish 27% of the proposed County Library
budget; 45% of the proposed budget for disposal of solid waste within Deschutes
County; and 30% of the proposed General Fund budget for all other County
functions. As required by State statute, contained within HB 2540 passed by
the 1979 Legislature, the total levy request is submitted in two ballot
questions. If this measure is approved, $2,234,495.00 of taxes levied will
be totally financed by local taxpayers without any partial State payment.
