Chairman Young called the meeting to order at 10:00 a.m. First item on the agenda
were a number of hearings for the establishment of County roads. Chairman Young
said he would read one order in its entirety, which would cover all the roads
to be established and then open each hearing for any objections that there might
be. Chairman Young then opened the hearings for establishment of all of Lancelot
Avenue, Camelot Place, King Arthur Court, and Guinevere Court, all in Vintage
Faire Subdivision. There were no objections registered and the hearings were
closed. Charlie Plummer, Roadmaster, recommended that these roads be accepted
into the County and said they added up to approximately .6 of a mile. Commissioner
Grubb moved for adoption of these roads and Commissioner Montgomery seconded it.
Vote was unanimous.
Next Chairman Young opened the hearing for the establishment of all of Volare
Lane, Chuckanut, Springcrest Drive, Pam Place, Mahogany Drive, Cann Lane, and
Targee Drive, all in Romaine Village Unit 8 Subdivision. Charlie Plummer asked
that the Commission set aside these road establishments because some road require-
ments that need to be done have not and we cannot accept them at this point.
Commissioner Montgomery asked if the parties involved had been advised of what
needs to be done and Charlie Plummer said yes they had. Mr. Leonard Thompson of
the Romaine Village Association read a letter to the Commissioners saying that
the Association is opposed to the acceptance of these roads into the County system
until all the requirements have been met. Chairman Young said that these road
establishments would be set aside until the lst Courtday in October and asked if
this would be ample time to do all the work required. Charlie Plummer said it
would be and Commissioner Grubb thanked the citizens that came to let the County
know about these roads.
Next hearing on the agenda was the establishment of all of J -D Estates Drive in
J -D Ranch Estates. Chairman Young opened the hearing, and since there were no
objections, the hearing was closed. This represents less than 1/2 mile of road.
Commissioner Montgomery made a motion to adopt this order, and Commissioner Grubb
seconded it. Vote was unanimous.
Chairman Young moved to the discussion of the Road Department or General Fund
Bills. There was no discussion so he moved on to the next item.

Chairman Young then read the letter of appointment of Bob Cyphers to the
Deschutes County Extension Advisory Council. His term will expire September
6, 1981. Commissioner Montgomery moved for acceptance of this appointment,
and Commissioner Grubb seconded it. Vote was unanimous.
Chairman Young moved on to discussion from those present. Commissioner Grubb
said that the site plan review committee has reviewed the site plan for the
shopping center North of town and the Commissioners are recommending it be
taken to the Bend City Planning Commission before any steps are taken by the
County. Chairman Young agreed that we should extend the City that courtesy, and
the Planning Department has been instructed to take it to the City first.
There being no further business this courtday session, meeting was recessed at 10:15 a.m.
