29-39-Resolution Recorded 9/20/1978In the Matter ) of ) Roadless Areas - ) RARE II Study > OF THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES RESOLUTION va 29 FAci WHEREAS approximately 59 percent of the commercial forest land in Oregon is controlled and managed by the U. S. Forest Service, U. S. Department of Agriculture, and WHEREAS 88 percent of the commercial forest land in Deschutes County is controlled and managed by the U. S. Forest Service, U. S. Department or Agriculture, and WHEREAS the sale of timber from National Forest lands in Central Oregon significantly contributes to one of the most important single industries in this area and directly or indirectly provides jobs for a large number of our citizens, and WHEREAS the sale of timber from National Forest lands in Central Oregon provided approximately $3.6 million of public school and road funds to Deschutes County during Fiscal Year 1978, and WHEREAS 1.4 million acres of National Forest land in Oregon, including approxi- mately 124,000 acres on the Deschutes National Forest, have been designated as Wilderness Areas or National Parks, and WHEREAS the U. S. Forest has selected 2.9 million acres of additional roadless forest land in Oregon, including approximately 255,000 acres on the Deschutes National Forest as potentially available for designation as Wilderness Areas, and WHEREAS designations of additional commercial forest lands as Wilderness Areas will adversely affect the economic conditions in Central Oregon and reduce funds received from timber sales for school support and road construction, and WHEREAS designation of additional National Forest lands as Wilderness Areas will adversely affect tourism and recreation for the majority of the recreation seekers, grazing, managed water yields and wildlife habitat, and NOW, THEREFORE, BE IT RESOLVED that the Deschutes County Board of Commissioners 1. Strongly recommends to the U. S. Forest Service and the Congress of the United States that commercial forest land presently included within Roadless Areas on the Deschutes National Forest be designated for multiple use, including full timber production, tourism and recreation, grazing, water management, wildlife habitat and other appropriate uses. Strongly opposes the designation as Wilderness Areas any Roadless Area within the scope of the RARE II Study, if this Wilderness designation will adversely affect timber production or other resource values, such as, general recreation, grazing, managed water yields and wildlife habitat. 3. Strongly recommends that Alternative B of the RARE II Study be selected as the basis for future management of all Roadless Areas on the Deschutes National Forest.
