This matter coming before the Board of County Commissioners upon
the Hearings Officer's recommendations, who held a public
hearing on this issue, April 4, 1978, and recommended approval,
And it further appearing to the Board upon reviewing the
Hearings Officer record in the matter that the following
findings of fact were established:
1. The Hearings Officer concurs with the Planning Department's
report that " "This site would appear to be especially suitable
for the proposed use because of its central location and
because of existing commercial uses in the vicinity".
2. Also the site is actually more centrally located to much
of the population of the Lapine Area than is the actual town
of Lapine. Many new subdivisions have been developed Northwest
of the site and this area would be closer to them than would
Lapine.
3. As for Goal #14, Urbanization, it is true that no urban
boundary has been established for the Lapine area. However,
the Board of Commissioners in 1973 did zone an area with
in the radius of the township of Lapine and a development
such as this should normally be located within or on the
fringe of that urban land. However, for reasons as indicated,
the commercialization of land to the North of the proposed
site with the surrounding subdivisions to the West and South
is somewhat of an orderly development.
4. None of the commercial property within the radius of
urbanizable land of the township nor land to the North of the
proposed site are of sufficient size to accommodate a proposal
of this magnitude and diversity; and in the staff report by the
Planning Department, the location of the proposed site would
not be inconsistent with the existing pattern of development.
The County deeming this action to be in the public interest,
