29-164-Order Recorded 10/4/1978VCL 29 W i K IN THE BOARD OF COUNTY COMMISSIONERS IN THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter of File No. Z-78-42 Zone Change Request by Manuel Stoll, from SR-1, Suburban Residential to R-1, Urban Residential, Single Family 0 R D E R This matter coming before the County Board of Commissioners upon the Hearings Officer's recommendations, who held a public hearing on this issue, September 7, 1978, and recommended approval, And it further appearing to the Board in reviewing the Hearing Officer record in the matter that the following findings of fact were established: 1. Total acreage involved is approximately 30 acres and it is designated in the Redmond Area Comprehensive Plan as within a Suburban Residential Area. The areas immediately East and South which are within the City of Redmond have a similar de- signation, but are presently zoned R-1. The significance of this is that the Redmond Plan is very much out of date and inadequate for use as a controlling land use plan. 2. The change requested is from a minimum of 20,000 square feet per lot in the SR-1 zone to 7,000 square feet in the R-1 zone; in short, from a more restrictive zoning classification to a less restrictive one considering the residential density factor. 3. As for the applicability of Statewide Planning Goals, particularly Goal #3, Agriculture, it is to be noted that 10 acres of the total is scabland and that although the remaining is of Class II soil types, there has been no agriculture pursued thereon. The County deeming this action to be in the public interest, IT IS HEREBY ORDERED that the zoning of the following described property be changed from SR-1 to R-1, as shown on the attached map : Between 27th and 31st Street and Salmon and Quartz Ave. adjacent to Redmond City Limits, or more specifically tax lot 400, T15S, R13E, Section 20B approx. 30 acres. i VOL 29 FACE 165 Page 2.
