29-167-Order Recorded 10/4/1978VOL 29 PAGE 16 t IN THE BOARD OF COUNTY COMMISSIONERS IN THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter ) of File No. Z-78-43 ) Zone Change Request by Brookside ) O R D E R Properties, from A-1, Exclusive ) Agriculture to R-1, Single Family ) Residential and SR-1, Suburban ) Residential ) This matter coming before the Board of County Commissioners upon the Hearings Officer's recommendations, who held a public hearing on this issue, August 8, 1978, and recommended approval, And it further appearing to the Board upon reviewing the Hearings Officer record in the matter that the following findings of fact were established: 1. Total acreage involved is 100 acres with approximately 66 acres thereof designated as a mobile home park and the remaining 34 acres designated to have 67 lots; the latter is set forth in the Preliminary Plat #477, Ranch Village, and the former coming forth by means of a conditional use request to allow the 300 unit mobile home park in the proposed R-1 zone. 2. The property is located just North of the Bend industrial area providing a large part of the County employment and in close proximity to commercial facilities. Also, utilities and adequate road systems are in existence in this area. All the foregoing tend to identify this property as a suitable proposal for not only the rezoning into the SR-1 zone with the minimum square footage of 14,000 sq. ft. with community water, but also the proposed mobile home park in the newly formed R-1 zone, and have no adverse impact upon surrounding properties. 3. The applicant originally requested the allowance of 300 units in his mobile home park and the matter of density was questioned by the Planning Department, which made its recommendations that the maximum number of units be reduced to 200. The matter was resolved by both parties, wherein the total number allowed would be 264 units, more or less, depending upon actual surveys to take place; thereafter, the density would be recomputed on the basis of no more than 4 sites per acre allowed in the mobile home park development. 4. The proposed SR-1 zoning would be consistent with the Plan, with existing developments, and with the recommended SR-20 zoning in the new Urban Area Zoning Ordinance. File No. Z-78-43 IT IS HEREBY ORDERED that the zoning of the following described property be changed from A-1 to R-1 and SR-1 as shown on the attached map: North of Cooley Road extension, East of Hunter's Circle subdivision, portions of Sections 9 and 16, T17S, R12E, approx. 100 acres.
