WHEREAS, Deschutes County is increasingly expanding
the duties and services it provides for the public.
THEREFORE, BE IT RESOLVED that the Board of Commissioners
of Deschutes County amends the Classification and Pay Plan by
adding the following job description:

DISTRICT ATTORNEY INVESTIGATOR
GENERAL STATEMENT OF DUTIES: Assists the District Attorney in investigations,
trial preparation, support enforcement and other matters related to the
Justice system. The investigator will be under the direct supervision of
the D.A. and his deputies.
EXAMPLES OF PRINCIPAL DUTIES:
1. Assists the support division in locating non-paying obligors
to assure those payments are made as ordered. To investigate the financial
assets of those obligors who claim indigency.
2. Investigate defendants financial status when reason exists to
believe that the defendant is risrepresenting the facts to the court in
order to obtain a court-appointed attorney.
3. Keep complete records of those cases when restitution has been
ordered, and make follow-up investigation when ordered payments are not
made.
4. At the direction of the District Attorney, establish and maintain
a viable victims' assistance program.
5. Assist the District Attorney and his deputies in trial preparation
generally, and more specifically:
A. Keep track of important trial witnesses.
B. Locate and interview potential state witnesses.
C. Locate and interview defense witnesses, especially alibi
witnesses, and check their stories for veracity.
D. Act as a witness at trial when necessary to impeach a
witness.
E. Assist state witnesses in planning for and attending trials,
which could include providing transportation for some witnesses.
F. Obtain and serve subpoenaes when necessary; example - the
obtaining of bank or telephone reocrds.
7. Assist the District Attorney in the budget process when
requested.
8. Assist police agencies within the county on those cases being
prosecuted by the District Attorney, when required.

EDUCATION, EXPERIENCE AND TRAINING: Must have a high school education
supplemented by training in the law enforcement field. At least five
(5) years of law enforcement experience; two of said years assigned to
criminal investigation.
RECRUITING REQUIREMENT, KNOWLEDGE, SKILLS & ABILITY: Good reading skills,
general business experience and experience and understanding of working
with the public; advanced knowledge of investigative techniques and
procedures; working knowledge of principles of identification and preserva-
tion of evidence; working knowledge of services providing information useful
in locating persons; knowledge of the rules of evidence and court procedures;
ability to obtain information and evidence by observations, record examina-
tions and interviews; ability to analyze and evaluate the statements of
witnesses or suspected violators; ability to secure and present evidence
in oral or written form; ability to deal with citizens and public officials
under conditions requiring tact and good judgment; ability to analyze
situations accurately, to think and act quickly in emergencies, and to adopt
an effective course of action; ability to prepare correspondence and reports.
