Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First item on the agenda were 3 hearing for 3 annexations to R.F.P.D #2.
Chairman Shepard read the Order for Klippel Acres and opened the hearing. Since
there were no objections, the hearing was closed. Commissioner Young made a
motion to adopt the order and approve the annexation. Commissioner Paulson
seconded the motion. Chairman Shepard voted aye, Commissioner Young voted aye,
and Commissioner Paulson voted aye. Chairman Shepard then read the next Order
for annexation to R.F.P.D. #2, the Don Walker order. Chairman Shepard opened the
hearing, and since there were no objections, the hearing was closed. Commissioner
Young moved for adoption of the order and approval of the annexation. Commissioner
Paulson seconded the motion. Chairman Shepard voted aye, Commissioner Young voted
aye, and Commissioner Paulson voted aye. Next Chairman Shepard read the Order for
annexation to R.F.P.D. #2 for the Burger addition. Chairman Shepard opened the
hearing and since there were no objections, the hearing was closed. Commissioner
Young made a motion to adopt the order and approve the annexation. Commissioner
Paulson seconded the motion. Chairman Shepard voted aye, Commissioner Young voted
aye, and Commissioner Paulson voted aye.
Next item on the agenda was the hearing for the vacation of a portion of Waugh
Road. Chairman Shepard read the Order and opened the hearing. Commissioner Young
explained that this vacation is needed so the air strip will not be cut in two.
The portion to be vacated is at the corner of Waugh Road where Butler Market Rd.
comes to Powell Butte Highway. Since there were no objections, the hearing was
closed. Commissioner Young made a motion to adopt the order for the vacation of
a portion of Waugh Rd. Commissioner Paulson seconded it. Chairman Shepard voted
aye, Commissioner Young voted aye, and Commissioner Paulson voted aye.
Chairman Shepard then moved on to the hearing for the establishment of that portion
of Cooley Road. Chairman Shepard read the order and opened the hearing. Since
there were no objections, the hearing was closed. Commissioner Young moved for
adoption of the order and approval for establishment of that portion of Cooley
Road. Commissioner Paulson seconded the motion. Chairman Shepard voted aye,
Commissioner Young voted aye, and Commissioner Paulson voted aye.
Next was disucssion on the Road Department or General Fund Bills. There was no
discussion. It was mentioned that these bills would be published on the 4th
Wednesday of each month from now on.

Next on the agenda was discussion with the group of citizens from River Bend Estates.
Charlie Plummer, Roadmaster, said that the Road Advisory Board had been out and
checked the roads in question, and it was noted in the minutes that the existing
roads do not follow the road platted. Jean Padgett was in attendance and spoke saying
that they had received a letter form Mr. Buck at one time saying that this was an
illegal subdivision and he said he would get the roads up to standards, which has not
been done. The group came before the Commissioners hoping they could get something
done and force the developer to bring these roads up to the standards he promised.
Commissioner Young asked that County Counsel look into this matter and check the
procedures followed by the Planning Department and Planning Commission. Before anything
else can be done this information is needed. Ms. Padgett presented La Donna copies of
letter to be entered into the record, and this matter will be looked into by County
Counsel.
Discussion from those present was next, and Chairman Shepard read an order for Zoning
Maps Plat Taxes, which County Counsel had drawn up. Commissioner Paulson moved to adopt
the order with corrections previously discussed with County Counsel. Chairman Shepard
seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman
Shepard voted aye.
Next a resolution for County Building Permit fees was presented. Commissioner Young
made a motion to adopt the resolution. Commissioner Paulson seconded it. Chairman
Shepard voted aye, Commissioner Paulsson voted aye, and Commissioner Young voted aye.
Another resolution concerning the Central Oregon People's Utility District was presented,
and Commissioner Young made a motion to adopt the resolution canceling the election
set for May 22, 1979. Commissioner Paulson seconded it. Commissioner Young voted aye,
Commissioner Paulson voted aye, and Chairman Shepard voted aye.
Commissioner Paulson read a memorandum regarding zone change applications until the
Comprehensive Plan is adopted and asked that it be brought up at the Commission meeting
Friday morning.
There being no further business this courtday, meeting was recessed at 11:25 p.m.
