Miller Kenneth Walt La Donna Moore, Secretary 29 PAcE 978 Chairman Shepard called the meeting to order at 10:00 a.m. with all Commissioners present. First item on the agenda was a final hearing on Black Butte R.F.P.D. annexation. Chairman Shepard read the order and opened the hearing. There were no objections, and the hearing was closed. Commissioner Young moved to adopt the order and approve the annexation. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was the final hearing for Cloverdale R.F.P.D. annexation. Chairman Shepard read the order, and Commissioner Young made a motion to adopt the order and approve the annexation. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman voted aye. Chairman Shepard then read the order for a preliminary hearing for annexation to R.F.P.D. #2, Hansen. Commissioner Young made a motion to adopt the order setting the hearing for April 4, 1979 at 10:00 a.m. Chairman Shepard seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next was an order for a preliminary hearing for annexation to R.F.P.D. #2, Wagonwheel. Chairman Shepard read the order, and Commissioner Young made a motion to adopt the order setting the hearing for April 4, 1979, at 10:00 a.m. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Discussion of Road Department or General Fund Bills was next and since there was none, the Board moved on to the next item. Chairman Shepard read a resolution setting a hearing for Fall River Drive next. Commissioner Young made a motion to adopt the resolution setting a hearing for April 18, 1979, at 10:00 a.m. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next on the agenda was an order for a name change. Chairman Shepard read the order changing a portion of Groff to Rickard Road.and all of St. Clair to Rickard Road. Commissioner Young made a motion to adopt the orders for changing Groff and St. Clair to Rickard Road. Commissioner Paulson seconded it. Chairman Shepard wanted to decide who was going to get room in the Road Offices when the Road Department moved into their new building. Commissioner Paulson moved to authorize a change for the Juvenile Department to go from their current facilities to the Road office building as soon as the Road Dept. vacates, with the understanding that it would include the making of funds available of $500 for remodeling. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Chairman Shepard said he would call Jane Kirkpatrick, Family Counseling, and let her know she could go ahead and try to renegotiate a lease with Lawton Noe. Commissioner Paulson brought up a motion that he wanted made at the City -County meeting on March 6. His motion was in reference to road construction_ and said: I move that the Road Department be authorized to spend up to $183,000.00 (including the matching funds for the State's grant) to reconstruct the portion of Neff Road between Pilot Butte Jr. High and Denser Road to a 44 -ft. width (plus one elevated sidewalk). The road is to include two bike patsh and eventually left turn lanes. Additional funds and/ or labor in the amount of $60,000 are to be provided by the City of Bend, and roughly $60,000 from the State Bike Path Fund. Chairman Shepard seconded it. Commissioner Young said that the County was paying three fifths and the City only one fifth, and he was strongly opposed to it. Commissioner Paulson voted aye, Chairman Shepard voted aye, and Commissioner Young voted NO. Motion was carried.
