First item on the agenda was discussion of Road Department or General Fund Bills, and since there was none Chairman Shepard moved on to the next item. Dr. Magnus hadn't arrived yet, so the next item was the decision of Stevens vs. Marr. Chairman Shepard said the Findings of Fact had been examined by the Board of Commissioners, and Commissioner Paulson made a motion to accept the findings as outlined on the order (#1 through #8). Chairman Shepard seconded it. Commissioner Young wanted it on the record that the hearing held by the Board of Commissioners allowed only testimony to be given by the attorneys, and he has a concern that the people themselves were not allowed to testify. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next Commissioner Paulson made a motion to adopt the 3 Conclusions of Law for this order. Chairman Shepard seconded the motion. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next Chairman Shepard read the order itself in its entirety. Commissioner Paulson moved to approve the order. Chairman Shepard seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next item on the agenda was a resolution setting a hearing. Chairman Shepard read the resolution, and Commissioner Young made a motion to adopt the resolution setting a hearing for April 4, 1979, for establishment of that portion of Chisholm Trail in Conestoga Hills Subdivision. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was a resolution for a road vacation in Terrebonne. Chairman Shepard read the resolution, and Commissioner Young moved to adopt the resolution setting a hearing for April 4, 1979 for vacation of that portion of 12th Street between "E" and "F" Ave., Terrebonne. Chairman Shepard seconded it. Commissioner Paulson amended the motion to add the statement "providing existing easements be reserved." Chairman Shepard seconded it. Commissioner Young voted aye on the original motion, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Commissioner Young voted aye on the amendment, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Dr. Peter Magnus was the next speaker. His reason for coming before the Board today was to offer his services in the mental health, prevention of child abuse, and other related areas. He has a history of work i'n these areas, and told the Commissioners he would be glad to work as a liason for doctors here. The Commissioners thanked him and said they hoped perhaps they could help him. February 21, 1979 Courtday Minutes Courthouse Annex Page 2 Chairman Shepard read a letter from Bob Slawson of the Central Oregon Housing Authority Board next saying that the Board members had voted to pursue the available H.U.D. funds. Mr. English will be in touch with the Commissioners to get further information.
