31-956-Minutes for Meeting July 18,1979 Recorded 7/18/1979July 18, 1479 VOL 31 FACC Courtday Minutes Courthouse Annex Attendance: Clay Shepard Bob Paulson Lucy Venator Charles Plummer Lawton Noe Bill Monroe Louis Dvorak Chairman Shepard opened the meeting at 10:00 a.m. Bill Monroe presented the first item on the agenda. The Planning Department would like to request a policy regarding population figures. They need to coordinate the population figures with all of the different political subdivisions so that the plans interact. He would like the County Commissioners to stay with the original estimates until they have an update. He also requested a letter from the Deschutes County Board of Commissioners to members of the Planning Commission, Overall Citizens Advisory Committee and other interested citizens discussing the process we're in and where we're going. Next item on the agenda was presented by Louis Dvorak regarding quiet title action for access to the Miller property. It was agreed not to quiet title at this time. Commissioner Paulson mentioned that Mr. Vince Genna expressed concern about how much fill the County is putting into their dump site. Charlie Plummer plans to call Vince to determine just exactly what his concern is. Louis Dvorak reported that he got a letter indicating that Pacific Trailways is interested in buying county foreclosure land located between the Elks Club and the telephone company building. He asked whether the Board is interested in selling any of that land at all or whether he should pursue it further. Chairman Shepard suggested we look into it and find out what the status of the parcel is. The next item was the hearing on the establishment of the following roads into the county maintained system: 1. Shaniko Lane - Thomson Estates Chairman Shepard read the order. Chairman Shepard opened the hearing. There were no objections or comments. Chairman Shepard closed the hearing. Commissioner Paulson moved to approve the order. Chairman Shepard seconded it. Commissioner Paulson voted aye. Chairman Shepard voted aye. Commissioner Young was not present. 2. Peerless Court Mercury Place - All in Brinson Ind. Park Phase I & II Brinson Blvd. Chairman Shepard read the order and opened the hearing. There were no objections or comments. Chairman Shepard closed the hearing. Commis- sioner Paulson moved to approve the order. Chairman Shepard seconded it. Commissioner Paulson voted aye. Chairman Shepard voted aye. Chairman Shepard read the order for the following roads: Woodside North Drive Tall Pine Avenue Pine Vista Drive Mayberry Court Kingsberry Court - All in Woodside Ranch Phase V & VI Spring Tree Court Ridge Heights Commissioner Paulson moved to approve the orders. Chairman Shepard seconded it. Commissioner Paulson voted aye. Chairman Shepard voted aye. b. Chairman Shepard read the order for Sunnyside Blvd. Chairman Shepard opened the hearing. Louis Dvorak suggested that we in- clude in the motion the establishment of all of Sunnyside Blvd. in Phase VI except a one foot strip, which means that the County accepts maintenance on the rest of Sunnyside Blvd. except for that one foot strip. Commissioner Paulson moved that the Board continue the hearing until tomorrow morning at 10:00 a.m., July 19, 1979. In the interim, the order should be retyped to include a statement in- dicating that the last one foot of the land which butts Curt Ward's property not be accepted into the county maintenance system at this time because of the proposed reserve strip. Chairman Shepard seconded it. Commissioner Paulson voted aye. Chairman Shepard voted aye. Chairman Shepard read the order for Zoning Ordinance PL 11. Commissioner Paulson moved to approve the order. Chairman Shepard seconded it. There was a discussion concerning the definition of trailer vs. mobile home. Commissioner Paulson voted aye. Chairman Shepard voted aye. Commissioner Paulson moved that the Board approve Minor Petitions MP 79-31 and MP 79-117. Chairman Shepard seconded it. Commissioner Paulson voted aye. Chair- man Shepard voted aye.
