First on the agenda were bid openings. Charles Plummer, Roadmaster, read the bids. Front End Loader Visco -- $119,300.00 Hessel Tractor -- 87,470.00 Pape' -- 81,775.00 Shutke -- 63,595.00 Cab and Chassis Murray and Holt -- #1 - 7,482.57 #2 - 8,076.00 Robb.rson Ford -- 7,554.10 Chairman Shepard read a letter of protest to the bid from Bend Industrial Supply and said it would be taken into consideration before the next bid. Bids will be checked and awarded to the lowest bidders. Next item on the agenda was the annexation to R.F.P.D. #2 - Walter. Chairman Shepard read the order and opened the hearing. There were no objections; Chairman Shepard closed the hearing. Commissioner Young moved to approve the order. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. The Vacation of Manchester Additions 1 and 2 were next. Chairman Shepard read the order. Commissioner Young moved to approve the order. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Moving on down the agenda, Chairman Shepard read the order of Rules for Protection of Records in the Building Department. Commissioner Paulson moved to approve the order. Commissioner Young seconded it. Chairman Shepard said that he agreed with J1 na 959 August 1, 1970 Courtday Minutes Courthouse Annex Page 2 the concept of the order but felt that it was too restrictive and opposed this particular order. The other two Commissioners agreed that it was their responsibility, to set the rules and fees and this order covers that. The question was called for and CommissionerYoung voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted NO. Motion was carried. Commissioner Paulson brought up the Economic Analysis Committee and explained that they were working on getting the survey sent out to the people and the replies back in. The Committee said they would like to have a member of the Commission on the committee.- Commissioner Young moved that the Chairman be a member of the study committee free gratis. Motion died from lack of a second. Chairman Shepard made a motion to appoint Commissioner Paulson to the committee. Commissioner Young seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Chairman Shepard then moved that the Commission sponsor the joint effort of the steering committee. Chairman Shepard seconded it. Commissioner Young voted aye, with the clarification that it would cost no money to sponsor the committee. Commissioner Paulson voted aye, and Chairman Shepard voted aye. Louis Dvorak, County Counsel, brought up the fee schedule for the Planning Dept. and asked for some guidance on what to do if money has been put up for an appeal already and the decision hasn't come down yet. The Commissioners agreed that if the check was being held then it could just be returned to the party concerned. The letter of protest to the bids this morning was given to Charlie Plummer, Roadmaster, to be filed with the bids that were opened here today.for the front end loader and Cab Chassis.
