in the Building Department )
This matter having come before the Board of County Commissioners on
July 31, 1979; it being determined that pursuant to the provisions of ORS 192.430
public records on file in the Department of Building Inspection shall be made
available for inspection by the public; investigation having been made; and the
Board being fully advised;
NOW, THEREFORE, IT IS HEREBY ORDERED that public records on file in the
Deschutes County Department of Building Inspection shall be made available for public
inspection subject to the following regulations required to prevent interference with.
departmental operation:
1. All Building Permit Applications are to be completed in full when
possible. If they are completed in the Building Department Office, the staff is
to see that each blank on the form has the appropriate information supplied, or
if it is not available or known, the letters "NK" for "not known" should be indicated.
2. Building Permits are available for inspection at the counter during
regular office hours by verbal request to any member of the office staff as has
been the custom in the past.
3. Multiple requests for reviewing Building Permit Application Forms con-
tained in the files may be made between the hours of 2:00 and 4:00 p.m. on Tuesday,
Wednesday and Thursday of each week by submitting to a staff member in writing the
number of the Building Permit for which the information is requested. In order to
prevent loss, misplacement and mis-filing, only one application folder may be
released at a time. Upon return of one folder, another may be requested, etc.
In no instance shall the application file be removed from the office counter.
IT IS FURTHER ORDERED that, pursuant to ORS 192.440(2), fees shall be
charged as follows:
Any person asking to review more than two application forms per day which do
not pertain to land they personally own, shall be required to pay a fee. It has
been determined that reasonable costs incurred by the department personnel to remove,
present, retrieve and replace the file folder and resume normal duties will result
in direct labor costs of $.15. Therefore, this charge shall be paid directly to
the Building Department for each application folder reviewed.
