Crabbe, from A-1, Exclusive ) O R D E R Agriculture to M-1, Light ) Industrial & Plan Amendment ) This matter coming before the County Board of Commissioners upon the Hearings Officer's recommendations, who held a public hearing on this issue, October 10, 1978, and recommended approval; And it further appearing to the Board upon reviewing the Hearings Officer record in the matter that the following finding&.of fact were established: 1. Total acreage is approximately 5.66 acres and it is designated as within the Development Alternative area for future multi-family use by the Bend Area General Plan. The applicant is proposing to change this to Light Industrial. A portion of the 5.66 acres is designated by the Bend Plan as Light Industrial, the remaining portion of the parcel being zoned A-1 by the Deschtues County Comprehensive Plan. The property to the North and South of the proposed site is likewise designated on the Bend Area Comprehensive Plan as Light Industrial. Property to the North and the adjacent property to the South and East are currently zoned Light Industrial. It appears from the testimony that the boundary designated on the Bend Area General Plan was intended to follow a topographical ridge that exists on this property comprising most of its western boundary. This natural physical barrier is the dividing line from the residential property West of it and as was brought forth, property to the East and North is destined to be Light Industrial. It would therefore appear that the proposed Plan Amend- ment and requested zone change from A-1 to M-1 is in con- formance and consistent with the policies and objectives of the Bend Area General Plan, particularly in view of the good highway access and extensions of existing industrial areas. 2. It is the finding of the Hearings officer that there is a public need for Light Industrial property as evidenced by the applicant's exhibits and that his requested zone change will help to alleviate some of that shortage; further, that this public need will best be met by changing the Deschutes County Comprehensive Plan by Plan Amendment to that portion of the property applicable and that this property will best meet the public need as compared with other available property of an M-1, light industrial classification. Approved with the condition that the actual physical dimensions of the specific property amending the Comprehensive Plan be submitted by the applicant to the Planning Department for its approval. And it further appearing to the Board that these facts support the proposed zone change and plan amendment, and The County deeming this action to be in the public interest, IT IS HEREBY ORDERED that the Comprehensive Plan Map be changed from Development Alternative Medium Density to Light Industrial and the zoning be changed from A-1 to M-1 as shown on the attached map: North side of Norwood Road, approximately 400 feet West of Hwy. 97 or more specifically, portion of tax lot 400, T17S, R12E, Section 20A, or approximately 5.66 acres.
