Naver Jack Thornton Folmer Bodtker Mar Barnes Vicki Cooper Nora Bell Barb Taylor Charlie Plummer Craig Smith La Donna Moore, Secretary Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present. First item on the agenda was the continuation of the hearing on Sunrise Village Sanitary District. The concerned parties all agreed that they would like to continue this hearing on until May 2, 1979 Courtday, and all the Commissioners agreed. Next item on the agenda was the final hearing for the annexation to R.F.P.D. #2 - Padgett. Chairman Shepard read the order and opened the hearing. There were no comments, so Chairman Shepard closed the hearing. Commissioner Young moved to adopt the order and annex Padgett to R.F.P.D. #2. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was the hearing for the establishment of that portion of Fall River Drive. Chairman Shepard read the order and opened the hearing. There were no comments, and Chairman Shepard closed the hearing. Charlie Plummer, Roadmaster, said that this amounted to approximately 14 mile. Commissioner Young moved to adopt the order for the establishment of that portion of Fall River Drive. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. There was no discussion on Road Department or General Fund Bills. Next on the agenda, Chairman Shepard said that the Commissioners had indicated that they would make a decision on the establishment of the Bend Urban Growth Boundary at this meeting; however, work has not yet been completed and the decision will not be made until Wednesday, April 25. The Memorandum of Understanding with the Forest Service was again brought up, and Louis Dvorak said that he had been unable to contact the person having the power to rewrite the sentence that is being questioned. The Commissioners agreed to wait until they get a clarification of points. Next was a major partition that had been questioned before and Barb Taylor had checked into the matter and found that both parcels will be using the same access for their drive. Commissioner Young moved for approval of MP -78-288. Chairman Shepard seconded it. Commissioner Young voted aye, Chairman Shepard voted aye, and Commissioner Paulson ABSTAINED. . Commissioner Young moved to approve MJP-78-26. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was a final plat for Sundown Park, located just North and East of Wickiup Junction. Commissioner Paulson moved to approve final plat #508, Sundown Park. Commissioner Young seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was Squaw Creek Canyon, Phase I. This is between Jefferson and Deschutes County and creates 40 -acre parcels. Commissioner Young moved to approve Squaw Creek Canyon, Phase I, #438. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. There being no further business this day, meeting was adjourned at 10:35 a.m. BOARD COMMISSIONERS
