WHEREAS (reason) underbudgeted category in District Court budget
WHEREAS, the Board of Commissioners of Deschutes County has
determined that it is necessary to increase by $ 8,500
the appropriation for:

over the amount originally estimated for that category for the
fiscal year beginning July 1, 19 78.
BE IT RESOLVED that the appropriation in the amount of $8,500
is hereby transferred within the General Fund of Deschutes

Gentlemen:
I hereby request an appropriation transfer of $8,500.
to the District Court budget for 1978-79 in order to complete
the fiscal year in the black. The additional funds are to be
allocated to the category "Materials and Services" in which the
following line items are over budget:

01-12-210 Trial Jury Fees Deficit Balance Needed
01-12-217 Court Appointed Attorneys. $1,122.36 $ 5,000.

We have already paid for four jury terms in fiscal
1978-79 since the last quarter jury of fiscal 1977-78 was not
paid until this budget year started. The last fiscal year we
paid 94 claims for court appointed attorneys. To April 18, 1978
we have paid 107 claims with approximately 30 more estimated for
the balance of the fiscal year.
It is almost impossible to control the number of jury
trials in a fiscal year without shutting down the court and
letting the jury trial stack up. Although we are scheduling jury
trials as tightly as we can, a slowly increasing backlog is
developing. We have to keep the pressure on the parties by
setting the cases for trial as soon as possible. Otherwise
our i3acklog would be twice as long.
According to income figures supplied to me by Helen
Rastovich, the actual income from District Court should exceed
the budget by at least $40,000. I trust that $8,500 can be
allocated for the purposes requested.
