Chairman Shepard introduced Steve O'Brien, who was serving as Commissioner Paulson's "shadow" today to get a better understanding of just what a County Commissioner's job entails. First item on the agenda was postponed since Bob Lovlien couldn't be here to discuss the Resort Bus Line. There was no discussion on the Road Department and General Fund Bills. Commissioner Paulson brought up the Redmond Urban Growth Boundary Management Agreement and said he hoped the Commissioners could come to some decision on this agreement before the meeting in Redmond tonight. Commissioner Young said that he had looked over the agreement and markedchhe parts that he disagreed with, but that he wouldn't be able to attend the meeting because he had Board of EquA,lization this evening; however, he said he would make his comments at the public hearing at 2 p.m. this Friday. The other two 0bmmissioners said they had some questions but though the agreement was all right. Next on the agenda was the appointment of John Norlin to the Central Oregon Housing Authority Board. Commissioner Paulson made a motion to adopt the order and appoint John Norlin to the Housing Authority Board. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next were two orders for the sale of real property. This is property that.had been foreclosed upon by the County for delinquent taxes, and now the parties have paid the taxes and are asking the Board to return their land. Chairman Shepard read the orders into the record for Deschutes Recreation Homesites, Inc., and Don Gould. Commissioner Young moved for the adoption of the order for Deschutes Recreation Homesites, Inc. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Commissioner Young made a motion to adopt the order for Don Gould. Commissioner Paulson seconded it. A zone change request for Robert Morris - Z-78-38 was deferred until tomorrow's daily meeting. tVOL 31 FACE 3O5 June 20, 1979 Courtday Minutes Courthouse Annex Page 2 A former commissioner, Jerry McCann, was in the audience and asked that the present Commission try to get more help for the Sanitation Department. The Commissioners agreed that Sanitation probably did need more help, but Commissioner Paulson said they probably couldn't do anything until the next fiscal year. The Commissioners thanked Jerry for coming and bringing this problem. Chaitir,an Shepard had several matters to bring up. He was still asking for a letter to be written to the State to try and get the speed reduced on Denser Rd. Commissioner Young made a motion to instruct the Road Department to request the Speed Control Board to reduce the speed on Denser Road to 35 miles per hour on behalf of the Board of Commissioners. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next was a letter from Sharon ,Boller asking that the Board appoint two new people to the Welfare Board. Chairman Shepard said he would talk to Sharon and then have the Board appoint the new people to the Board. Commissioner Paulson brought up several items. First was the contract that would be coming from Dr. Obermiller from the Oregon State Extension Service for a survey to find out the citizens' preferences here in Deschutes County. Next was the memo from Gene Venn dated May 30, 1979. Commissioner Paulsonmovedthat the 2nd memo from Mr. Venn be a part of the record of Starwood but not be part of the record to be considered by the Board. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Commissioner Paulson suggested that the Board send a telegram to Senator Chuck Hanlin opposing the passage of House Bill 3008, which would adversely affect the power of the counties to control the use and management of lands within the county by interfering with their power to zone land. Chairman Shepard abstained as he said he wasn't sure just exactly how he felt about it at the present time. Next on the agenda was Leslie Aleshire. She read many pages of accusations against Ken Glantz, Building Inspector, and the Building Dept. Among some of the accusations were that Mr. Glantz refused to release information from building permit applications and that he was "cheating the taxpayers" by the issuing of permits that did not contain information required by state law. Ms. Aleshire explained that they publish the Deschutes Construction Guide which is a listing of new building projects used by contractors and building supply people to locate prospective customers. Leslie had been taking the addresses and phone numbers from these applications. The Board of Commissioners had discussed this with Mr. Glantz, and it was decided that a charge of $120 per month would be made for the availability of this information. This would cover costs of compiling a computerized list. The Board of Commissioners listened to Leslie's complaints and said they would take all this underadvisement and set another day to discuss the matters. Mr. Bob Zuckemier and Gary Clift spoke in favor of the Building Department and said they had no problems getting any information that they had needed. Da -0 Van Vactor was next and asked the Commissioners to allow Mr. Clarence Reeves to dig 4 or 5 test holes in the LaPine area where he is trying to develop the lots he has. Commissioner Paulson moved that Mr. Reeves be given permission to dig 4 or 5 test holes on the County land so indidcated on the map. Commissioner Young seconded the motion. Commissioner Young voted aye, Commissioner Paulson voted. aye, and Chairman Shepard voted aye. Mr. Reeves was.instructed by the Board of Commissioners to have the holes filled in immediately after they have been reviewed by the Sanitation Department.
