This matter coming before the County Commission upon the petition
of Marybeth Arbuckle, Deschutes County Librarian, and the Commission
having made investigation and being advised,
IT IS HEREBY ORDERED that the Deschutes County Treasurer by
authority of ORS 294.460 borrow funds from the General Fund to pay
the expenses and payroll of the Library Fund until such time as
taxes are collected to be returned to the General Fund.

Subject: Request for a borrow order to cover library payroll and
bills, until sufficient taxes are received to replenish
the Library Fund.
I have been advised by Helen Rastovitch, that a borrow order
for the Library Fund is necessary at this time, in order to suffi-
ciently cover August payroll and other bills, until November 1979,
or until sufficient taxes are received to replenish the Library Fund.
Library payroll is averaging about $ 13,500 per month. Other
bills are being kept to a minimum, and will equal approximately
$ 2,000 for the first Court Day in September, plus a $ 7,000 request
from Redmond.
The Redmond Public Library has been budgeted $ 40,695 for
Fiscal Year 1979-80 (their share of the library levy funds.) To
date, they have not received any payment from us. Redmond has
now requested payment in the amount of $ 7,000 to cover their library
expenses until November. This is a reasonable request.
In conclusion then, the Library Fund will need a large enough
borrow order to cover payroll and regular bills, including Redmond's
$ 7,000 request, until replenished with fall tax receipts.
Your assistance with this procedure will be greatly appreciated.
