This matter coming before the Commission upon the petition of the
Director of Administrative Services and the Sanitation Department Director,
and the Commission having made investigation and being advised.
IT IS HEREBY ORDERED that the Fee Schedule for the Deschutes County
Sanitation Department are as follows:

Construction Installation Permit 40.00

IT IS FURTHER ORDERED that this Fee Schedule will be effective

RE: FEE SCHEDULE INCREASES
Attached for your review is an explanation regarding the
establishment of new fee schedules for the Sanitation Department and
the County Clerk. I have reviewed this information with the Department
Heads from the respective offices, and they urge the Board's approval
of the new fee schedules.
In light of the fact that the fees have not been adjusted for
at least four years, coupled with the rising operational costs for the
County, it seems appropriate for the Board to adopt the Departments'
recommended schedules.

The office of the County Clerk is requesting that the Board of County
Commissioners set by ordinance a new fee schedule for recording and indexing
plats. The fee schedule recommended by the County Clerk is as follows:

This new fee schedule is in accordance with the passage of SB608 which amends
ORS 205.350, 517.030, 517.290.

The Sanitation Department needs approximately $255,160 in fees in order
to adequately support their operation. The $255,160 would be distributed in
the following areas:
Personnel Services $204,610
Materials & Services 14,270
Unemployment 1,600
Auto Insurance 1,680
County Support (15%) 33,000
The current fee schedule will not provide the anticipated funds needed to
support the Department. Based upon the fees collected during the last quarter
and projecting that trend through July, 1980, the Department would be approximately
$98,720 short of total Department support.*
House Bill 2111 passed the Legislature and was signed by the Governor. The
bill became effective upon the Governor's signature. Each county is required to
adopt a new fee schedule not to exceed the maximum.
For comparison purposes, I have listed the new fee maximum and the County's
current fee schedule:

When our current fee schedule was established in 1975, the Sanitation
Department had a budget of $52,166 (excluding County support costs). The
projected budget for the Sanitation Department for 1979-80 is $222,160 (excluding
County support costs). The increase since 1975 is $169,994, or approximately 400%.

In order to meet the projected expenses for the Sanitation Department,
I recommend the County consider the following fees:

It is extremely difficult to predict the activity during the 1979-80
fiscal year. The only reliable date we have is the last quarter revenues, and
based upon that we can project a $98,720 deficiency. I can only estimate that
the recommended fee schedule will adequately support the Sanitation Department.
It should be noted that Deschutes County currently has one of the lowest fee
schedules in the State. The majority of the counties use the maximum fee schedule
or have received special permission to exceed the maximum
April 1 to June 30
