33-305-Minutes for Meeting October 03,1979 Recorded 10/3/197933 FAN BE IT REMEMBERED, That at a regular meeting of the County Commission held this 3rd day of October, 1979, with Commissioner Paulson absent, the following business was transacted and approved noted from October 3rd through October 17, 1979. IN THE MATTER OF a Right of Way Easement: At this time the Commission granted an Easement to CENTRAL ELECTRIC COOPERATIVE, INC., for the land described as follows: A right of way easement beginning two feet (2') south of the northeast (NE) corner of the northwest (NW) quarter of the southeast (SE) quarter (NW%SES) of section 7; T. 16 S., R. 11 E.; thence West thirteen hundred thirty feet (1330') to the center quarter corner of said section. IN THE MATTER OF Annexation to Rural Fire Protection District No. 2: At this time the Commission approved an order for the above annexation land situated as described as follows: Township 18 South, Range 11: That portion of the South Half of Section 12 lying Southerly of Century Drive; that part of Section 13 lying Northerly of the Deschutes River. IN THE MATTER OF Exchange of Certain Real Property with Administrative School District No. 1: At this time the Commission approved an order correcting a September 5, 1979 order with an erroneous legal description of property exchanged with Administrative School District No. 1. IN THE MATTER OF Change of Zone from A-1 to AR -1: At this time the Commission approved an order rescinding a October 2, 1979 order that was erroneous in its birth. IN THE MATTER OF TUMALO IRRIGATION DISTRICT, APPLICANT: At this time the Commission adopted FINDINGS OF FACT, CONCLUSIONS OF LAW AND ORDER for the above -captioned matter. IN THE MATTER OF a Planned Unit Development: At this time the Commission entered into an agreement with Mammoth Lakes as developer, for East Knoll, Section of Sunrise Village Improvement and Maintenance Provision. IN THE MATTER OF Refund of Taxes: At this time the Commission approved an order refunding $61.48 to Dennis L. Hungerford for overpayment; At this time the Commission approved an order refunding $1, 247.67 VOL 33 ?AcE 336 to Indian Ford Ranch Homes, Inc., c/o Frederick Arpke because clerical error was made in changing accounts to farm deferral thus creating an overpayment; At this time the Commission approved an order refunding $55.54 to John H. Young as account was paid in error. IN THE MATTER OF Memorandum of Agreement: At this time the Commission entered into an agreemnt between Deschutes County and Oregon State Department of Agriculture whereas the County is believed to be infested with tansy ragwort and whereas the County will work with the Department of Agriculture in clearing up this infestation. IN THE MATTER OF Improvements of Streets in Terrebonne: At this time the Commission approved improvements of the following streets: paving of a portion of "C" Street ftom_the Old Dalles-California Highway to the east line of 16th Street, 16th Street from the north line of "C" Street to the north line of "F" Avenue from the west line of 16th Street to the Old Dalles-California Highway, thus creating an integrated loop which would benefit the community. IN THE MATTER OF House Bill 2271: At this time the Commission approved an order designating the District Attorney to assist in commitment hearings at the request of the Court; and in the event of a conflict County Counsel shall take his place; and in the event of a conflict, the Court shall hire private counsel. IN THE MATTER OF City of Bend, Airport Hangar CU 79-27: At this time the Commission approved an Order formalizing their decision of September 24, 1979 granting Cu 79-27 and indicating its desire to rehear the matter. IN THE MATTER OF Minor Partition MP 78-198, James C. Stafford, Applicant: At this time the Commission approved an Order stating that all conditions had been met as applied to this application and that the findings show that it is ready for approval. IN THE MATTER OF Memorandum of Agreement: At this time the Commission approved an agreement between Deschutes County and All -Out Janitorial Service for services to be provided from October 15, 1979 until June 30, 1980. IN THE MATTER OF Personnel Action: Placed Margaret Jean Walker on the Assessor's payroll at $548.00 per month effective October 2, 1979. Placed Joyce L. Delu on the Assessor's payroll at $548.00 per month VOL 33 PAGE 337 effective October 8, 1979. Terminated Richard P. Birchell from Juvenile Court effective October 12, 1979. Placed Harold F. Reuber on the Juvenile Court at $735.00 per month effective October 4, 1979. Terminated Tery L. Metro from the Sheriff's Dept. effective October 2, 1979. Placed Joseph L. Reeves on the Sheriff's payroll at $985.00 per month effective October 1, 1979. Placed Valoura L. Grubbe on the Sheriff's payroll at $735.00 per month effective September 14, 1979.
