On September 17, 1979, the Board of County Commissioners held a public hearing
pursuant to County Ordinance PL-9 to consider Petitioner's appeal of a denial by
the Planning Commission on August S, 1979, of Petitioner's conditional use applica-
tion CU-79-27 for four portable aircraft hangars and 15,500 square feet of addit-
ional runway. On September 24, 1979, based on the record before it, the Board
adopted the following findings of fact and conclusions of law submitted by the
Planning Department and Ron Marceau, Esq., counsel for Petitioner:

Traffic problems should be minimal in nature, the proposed use is an expansion
of hangar space not an expansion of the airport runway capacity. Automobile
ingress and egress will be controlled through the access point provided along
Powell Butte Highway for the Bend airport.
2. Landscaping should be used as screening to act as a buffer zone between
Powell Butte Highway and the proposed hangars. The actual site planning of
the hangars will be addressed through site plan review procedure.
3. The proposed hangars will not likely be injurious to other property. The
hangars will not block other property owners' view nor does it appear to have
a potential for view obstruction. The proposed site would appear to be the
best available for the type of use the applicants desire.
4. The proposed use at this location should not conflict with the purposes
of LCDC Goal 3 Agriculture. Surrounding farm lands will still remain and
operate as pasture and grazing lands. The proposed site is located at the
Bend Airport currently designated on the Deschutes County Comprehensive Plan
as "Airport."
5. The hangars will house aircraft that presently operate from the Bend
Airport. Each hangar is a metal building not unlike a farm utility building,
and will house one aircraft.
6. The hangars are located within the area designated for hangars by the
Airport's master plan. This area is not and has not been used for agricultural
purposes.

7. Installation of the hangars will not have any adverse impact on the agri-
cultural use of surrounding lands.
8. The hangars will be installed by private aircraft owners on land leased
by them from the City of Bend. The hangars will be for the private use of the
tenant and will not be used for any commercial purpose. The City leases
hangar space to members of the public without preference.
9. The Bend Municipal Airport is a public airport. Effective public use of
the Airport is dependent upon adequate facilities to serve the public, includ-
ing hangars for the storage of aircraft. Hangars provide security for the
aircraft from vandalism and protection from the elements. Installation of the
four hangars which are the subject of this conditional use application will
promote the public's use of the Airport by improving the facilities at the
Airport for storage of aircraft.

purposes its decision of September 24, 1979,
NOW, THEREFORE, IT IS HEREBY ORDERED that CU-79-27 be granted.
