7 On June 27, 1978, the Board of County Commissioners held a
public hearing pursuant to County Ordinance PL-9 to consider an
8 appeal of an approval by the Planning Commission on may 24, 1978,
of a conditional use application CU-78-3 for a mobile home planned
9 unit development in the urban growth boundary of Redmond, Oregon.
On August 8, 1979, based on the record before it, the Board adopted
10 the following findings of fact and conclusions of law submitted
by the Planning Department, City of Redmond and Paul Speck, counsel
11 for applicant:
12 1. The proposed conditional use is approximately 35
acres in size.

2. The property was zoned R-1 (Single Family Residential)
14 and has been subsequently zoned R-3 (General Residential-
15 Planned Zone) by the City of Redmond and Deschutes County.
3. The conditional use is in conformance with the Management
16 Agreement for the Redmond Urban Area dated November 9, 1979,
17 With the Comprehensive Plan for Deschutes County and
the City of Redmond. The conditional use is in conformance
18 with the Zoning Ordinances of Deschutes County and the
City of Redmond.
19 4. The Development Plan as shown on Exhibit A'was presented
20 to Deschutes County pursuant to Section 706 of the
Subdivision Ordinance and presented pursuant to the
21 City of Redmond, Ordinance No. 502 and City Code 8.7050(4).
22 5. The conditional use is on property adjacent to the city
limits of the City of Redmond and has been filed for
23 annexation into the City.
24 6. The design of the Development Plan which is based on the
conditional use promotes the purpose of the respective
25 ordinances by making efficient use of space and housing
types in a design that will be esthetically pleasing.

1 7. The conditional use will not interfere with the traffic flow
in the area, and the development plan is consistent
2 with the City of Redmond and Deschutes County street
3 plans for the area.
8. The proposed use will have a minimal adverse impact on
4 property values, livability and continuing development
5 of the surrounding areas.
9. The Density resulting from the conditional use and the
6 development plan is consistent with the Deschutes County and
the City of Redmond zoning.

10. Sewers for the development plan and conditional use shall
8 be provided in conformance with all applicable ordinances by
9 connection with the City of Redmond sewer project..
11. Water for the development plan and conditional use shall
10 be provided in accordance with State of Oregon, City of
Redmond and Deschutes County regulations by connection to
11 the City of Redmond water system..
12 WHEREAS the Board is signing this order solely to formalize
its decision and agreement with the City of Redmond and the
13 applicant of August 8, 1979; and
14 WHEREAS the Board agrees that the applicant shall develop the
15 Remington Arms pursuant to the approved plans shown on Exhibit A.
WHEREAS the Board agrees that Deschutes County will permit
16 further development as shown on Exhibit A..
17 WHEREAS the Board agrees that the City of Redmond has
18 approved development in accordance with Exhibit A subject to site
plan review relating to landscaping and-screening,
19 WHEREAS the Board agrees the City of Redmond will annex the
20 property as soon as possible.
21 WHEREAS the Board further stipulates that the proposed
development is in accordance with all applicable ordinances, the
22 existing and recommended comprehensive plans and the applicable
LCDC goals.
23 NOW, THEREFORE, IT IS HEREBY ORDERED that CU-78-3 be granted
to facilitate the execution of Exhibit A.
