Creating a Planning Commission ) ORDINANCE PL-1
The Board of Commissioners of Deschutes County, a political subdivision of the
State of Oregon, ordains as follows:
That Deschutes County Ordinance PL-l, an ordinance of Deschutes County creating
a Planning Commission, is amended to read as follows (parts in brackets are deleted,
parts underlined are added):
Section 3 is amended as follows:
SECTION 3. MEMBERSHIP OF THE PLANNING COMMISSION. The Planning
Commission shall consist of nine (9) members appointed by the Board
of County Commissioners for four-year terms, and shall be selected
from districts of the County as follows: One (1) member from [the
Cities of Bend, Redmond and Sisters, and six (6) members at large
selected from unincorporated areas of the County, so as to provide
adequate urban and rural representation thereof] each of the incorporated
cities in Deschutes County and the remainder from unincorporated areas
thereof so as to provide adequate representation to the various geo-
graphic areas of the County.
SECTION 9. LIMITATION OF NUMBER OF TERMS. Members who have served
two consecutive terms shall not be eligible for appointment for a
period of four years from the termination date of the last term, except
that a member appointed to fill an unexpired portion of a term which is
less than one year may be appointed for two additional terms. Provided,
_however, that nothing herein shall be construed to shorten the term
which any current member of the Planning Commission is presently serv-

Section 13 is amended as follows:
SECTION 13. ADVISORY MEMBERS. Advisory members of the Planning
Commission are as follows: [.A member of] the [County Court appointed
by the Chairman of the County Court, with approval of the County,
District Attorney,] County Counsel, Roadmaster, County Engineer and
County Health Officer, or a staff member designated by any of them.
Advisory members shall not have a vote, but shall have the same right
to speak in public meetings as any other member of the Commission.
Except for the foregoing amendments and deletions, Deschutes County Ordinance
PL-1 shall in all other respects remain in full force and effect.

The Ordinance amendments set forth are hereby declared to be required by an
emergency, and shall take effect immediately upon the date of their adoption.
