FAGS 545 Chairman Young called the meeting to order at 10:00 a.m. First item on the Agenda was the bid opening for Lower Bridge Market Road Bridge. Jon Oshel read the bids as follows: Doug Coats Construction $ 334,710.00 E. M. Waldron, Sr. Construction 243,884.04' Willamette Western Corp. 299,815.50 Engineers Estimate 180,732.00 As of now, E. M. Waldron, Sr. Construction was apparent low bidder, but there will be a meeting at 2 o'clock this afternoon between the Road Department and Waldron Construction to go over costs of this project. Next item on the Agenda was discussion of the Road Department or General Fund Bills, and there was no discussion on this matter. Chairman Young read the resolutions for establishment of Jeffer Court and Dickens Court, both in J -D Ranch Estates Subdivision. Commissioner Grubb made a motion for adoption of these resolutions.Chairman Young seconded the motion. Vote was unanimous. A hearing was set for the 16th of August at which time any objections can be registered. Next came the orders for renaming of public roads. Chairman Young made a point of information that Bryngelson Way was a new name and the street has had no name up until now. He read the orders for the renaming of McGrath Loop to Grande Loop, the Renaming of McGrath Court to Casa Court, the Renaming of Blakely Court to Nino Court, and the naming of Bryngelson Way. Commissioner Grubb made a motion to adopt these orders, and Chairman Young seconded the motion. Vote was unanimous. Chairman Young then read the order for abandonment of improvement of a portion of Valley View Drive, all of Oasis Drive, and Oasis Lane, all in Deschutes County. Jon Oshel explained that this project had cost the County $3200 dollars which was lost because 70% of the people said no to this assessment tax of $1,074 per tax lot. Commissioner Grubb made a motion to adopt this order; Chairman Young seconded it. Vote was unanimous. VOL 27 Fra 546 July 5, 1978 Courtday Minutes Courthouse Annex Page 2 Next came the appointment of Don Halligan to the Planning Commission. Chairman Young read the letter of appointment. Commissioner Grubb made a motion to accept this letter of appointment; Chairman Young seconded it. Vote was unanimous. Next was discussion from those present and Commissioner Grubb said he had an item from the Planning Commission to appoint the Tumalo Community Planning Committee. He read the list of the approved members and made a motion to adopt this list. Chairman Young seconded it. Vote was unanimous. Commissioner Grubb made the comment on an item in the paper on the Rainbow Family, who had tried to come to Bend for their "gathering". The Bend District Forester would have let them in here but the County wouldn't allow them in because they didn't want to put in privies and all the necessary things. Douglas County authorized them to come in there and were having nothing but problems. They will not follows any of the rules. Commissioner Grubb said he would send the article to Ed Osmond of the Forest Service so that he would be informed of this. Chairman Young made the comment that the Rainbow Family is maintaining that because they have a Forest Service permit, the Countys' rules don't apply and that is not the case.
