Chairman Young opened the meeting at 10:00 a.m. First item on the
agenda was a hearing on the establishment of Airpark Drive and Thomas
Drive in Airpark Estates Subdivision. Chairman Young opened the hearing
and read the order to establish these roads. Commissioner Grubb asked
where these roads were and Charlie Plummer, Roadmaster, explained
these roads are out near the existing subdivision near Cessna Drive
south of Bear Creek; they are less than 1/2 mile. Chairman Young closed
the hearing. Commissioner Montgomery moved for adoption of these orders;
Commissioner Grubb seconded it. Vote was unanimous.
Next Chairman Young opened the hearing on the dissolution of Choctaw
Village Sanitary District. Chairman Young explained this district had
been formed to serve the people in this area and now they are annexing
to the city so -there is no longer a need for this district; one public
entity replaces another. Gary DeBernardi explained that it had been
advertised properly and there were no claims against the district.
Commissioner Grubb said that the road repair done on the Butler Market
Road was not.considered satisfactory; they still need marker signs and
the manhole covers fixed. Lawton Noe was at the meeting and told the
Commissioners that he defintely would follow up on this immediately and
do the necessary work. Commissioner Grubb made a motion for adoption
of the order; Commissioner Montgomery seconded it. Vote was unanimous.
Chairman Young then opened discussion on the Road Department or General
Fund Bills, and since there was no discussion, moved on to the next item.
Next item on the agenda were resolutions for the establishment of King
Arthur Court, Guinevere Court, Lancelot Avenue and Camelot Place, all
in Vintage Faire Subdivision; establishment of Mahogany Drive, Carm
Lane, Pam Place, Targee Drive, Springcrest Drive, Volare Lane, Chuckanut,
all in Romaine Village Unit 8 Subdivision; and establishment of all of
J -D Estates Drive in J -D Ranch Estates. Chairman Young read one order
for all of these establishments of roads.- Commissioner Grubb made a
motion to adopt these orders; Commissioner Montgomery seconded it. Vote
was unanimous. A hearing date of September 6, 1978 was set and any
objections to these road establishments will be heard at that time.

Next on the agenda was the appointment of Jess Butler, Harold Baughman,
and Frank Loggan to the Central Oregon Intergovernmental Council Board.
Chairman Young read the letters of appointment; Commissioner Grubb
moved for adoption of these appointments. Commissioners Montgomery
seconded it. Vote was unanimous. The terms will expire Dec. 31, 1979.
Next Chairman Young read the letter of appointment to the Central
Oregon Housing Authority Board. Charles Chester had been on the Board
and was asking to be re -appointed, term to expire August 17, 1979.
Commissioner Montgomery made a motion for adoption of this letter of
appointment; Commissioner Grubb seconded it. Vote was unanimous.
Next item on the agenda was the appointment of a Public Facilities &
Services Citizens Advisory Committee. Chairman Young read the order for
appointment to this committee which consists of: Dave Williams, James
Castro, Paul Ramsay, Polly Spofford, Dean Rogers, Jan Ward, Marybeth
Arbuckle, Jeff Frank, Dick Nichols, Bob Paulson, and Roger Vlach.
Commissioner made a motion to accept the order, and Commissioner Grubb
seconded it. Vote was unanimous. The Planning Director was ordered
to advise said people of their appointment. This is another LCDC-
required committee. Commissioner Grubb made the statement that it is
most important to get input from the other areas around, and the only
way we can get it is to have some of these people on the committees,
which we don't get. Most of the members on all our committees are from
Bend.
Next Chairman Young read the zone change request by MRS Co. from A-1,
Exclusive Agricultural to R-1, R-2, and C-1. Gregg Comstock from the
Planning Dept. said that the R-2 & C-1 were withdrawn and only R-1 was
asked for now. Commissioner Grubb made a motion for adoption of this
order. Commissioner Montgomery seconded it. Vote was unanimous.
Chairman Young read the zone change request for Lee & Springer from A-1,
Exclusive Agricultural to M-1, Light Industrial. It is on the west side
of Hwy 97, Tax lot 600 & 700. There was no opposition at the hearing
and was approved by the hearings officer. Commissioner Grubb moved for
adoption of this order, and Commissioner Montgomery seconded it. Vote
was unanimous.
Chairman Young read the zone change request by Wm. Snavely from C-1,
Tourist Commercial to C-2, General Commercial. It is on the west side
of Hwy. 97, tax lot 1,000, south of Bend. Commissioner Grubb moved for
adoption of this order. Commissioner Montgomery seconded it. Vote was
unanimous.

Next zone change request was James Eckstein from A-1, Exclusive
Agricultural to R-1, Single Family Residential. Chairman Young read
the request, and Commissioner Montgomery asked about the water and
sewer services. Commissioner Grubb answered that it would be in the
Avion Water District and asked what the R-1 lot size is. Gregg Comstock
answered that the lot sizes would be 5 acre parcels. Commissioner Grubb
moved for adoption of this request, and Commissioner Montgomery seconded
it. Vote was unanimous.
Chairman Young read the next zone change request by Northwest Commercial
from A-1, Exclusive Agricultural to C-2, General Commercial. The
Planning Commission approved this request which is on the east side of
Hwy. 97 opposite Yew Ave., South of Redmond, tax lots 100 and 400, T15S,
R13E, Section 29A, approx. 30 acres. Commissioner Grubb said that he
felt we should defer any action on this zone change request until we
had some input from the Redmond Planning Commission, as the Board of
Commissioners is being critized for not allowing others their input.
Chairman Young said that what could result from this zone change is
a business district being moved out and that could hurt the downtown
area, as it did in Bend; if the Commissioners passed this without the
approval of the Redmond Planning Commission then the Board of Commissioners
would have to take the responsibility for this, and they are not going to.
David Jaqua, attorney, said that he had spoken with Lorin Morgan, Redmond
Planning Director, and they would like to see commercial along that area;
there will still be access to the City.
Commissioner Montgomery said he agreed with Commissioner Grubb that it
should still go to the Redmond Planning Commission before any further
action is taken on it. All future zone -change requests of this nature
should too. The Commissioners all agreed to defer this matter until
the Redmond Planning Commission is notified and their opinion is received.
Commissioner Grubb made a motion to table this matter, and Commissioner
Montgomery seconded it. Vote was unanimous.
There was no discussion from those present.
There being no further business, court recessed at 10:45 a.m.
