WHEREAS, Deschutes County is increasingly expanding the duties
and services it provides for the public.
THEREFORE, BE IT RESOLVED that the Board of Commissioners of
Deschutes County amends the Classification and Pay Plan as adopted
on June 23, 1973 by making the following changes:

DIRECTOR OF ADMINISTRATIVE SERVICES
GENERAL STATEMENT OF DUTIES: Performs administrative liason and staff work
for the county commissioners on a wide variety
of functions.
SUPERVISION RECEIVED: Works under supervision of the Board of Commissioners
SUPERVISION EXERCISED: Not necessarily a supervisory position unless
directed by County Commissioners
EXAMPLES OF PRINCIPAL DUTIES:
1. Coordinate and assist with budgets of various departments and act as assistant
budget officer in liason with County Treasurer.
2. Meet with representatives of various governmental agencies involving coordination
of County Services.
3. Handle correspondence on matters delegated by Board of Commissioners.
4. Attend meetings as a representative of the County Government and prepares
and delivers speeches.
5. Coordinate land leases and land sales with County Treasurer and other departments.
6. Prepare with assistance of the Administrative Assistant, the necessary resolutions
and orders for the formation and annexations to special districts.
7. Oversee any county public building contracts and funds disbursements.
8. Meet the general public seeking information or waking complaints and attempt
to dispose of these matters to the satisfaction of all parties concerned.
RECRUITING REQUIREMENTS,
KNOWLEDGE, SKILL AND ABILITY: Extensive experience in administrative services
field, including progressively responsible ex-
perience in supervisory and administrative capacities; graduation from an approved
four year college or university with major course work in business administration,
preferably supplemented by training in public administration; or any equivalent
combination of experience and training which provides the following knowledges,
abilities and skills:
Ability to organize and delegate responsibility and to evaluate performance
and conduct work through administrative review and control procedures.
Ability to administer and execute departmental responsibilities within the
framework of overall county administration policies, procedures and objectives.
Ability to establish and maintain effective working relationships with county
and other departmental officials; private and public related agencies; contractors;
and the general public.

ADMINISTRATIVE ASSISTANT
Performs Administrative duties for the County
Commissioners on a wide variety of functions.
Works under the supervision of the Deschutes
County Board of Commissioners.
Supervision of Switchboard, Cashier and
Commissioners' Secretary.
1. Personnel - Screen applicants and assist department heads, if requested, in
screening positions (Office Assistants). Be responsible for the paper work
of putting personnel on payroll. Upkeep of Personnel Rules and Classification
and Pay Plan.
2. Property Control - Be generally involved in the County's fixed assets and
property control.
3. Purchasing - Assist department heads in the purchase of needed equipment by
getting prices, calling for bids, etc. If necessary, help them prepare
presentation for Board of Commissioner approval.
4. Land Sales - Assist Director of Administrative Services in the preparation of
all land sales.
5. Counter Work - Assist public at counter with matters that would not require
Board of Commissioners time.
6. Special Districts - Assist Director of Administrative Services in helping
people form districts, annexations, etc.
7. Car Pool - Work with Director of Administrative Services in the service and
repair of car pools. Make reservations for cars.
8. Be responsible for the maintenance and accounting of the postage and repro-
duction machines and telephone system.
9. Work with Agent of Record cencerning County insurance policies.
RECRUITING REQUIREMENTS
KNOWLEDGE, SKILL AND ABILITY: Working knowledge of modern practices and
methods of office management and supervision;
ability to make decisions independently in
accordance with established policies and to
use initiative and judgment in carrying out
tasks and responsibilities with only general
instructions and guidance; ability to use tact
and judgment in dealing with the public and with
executives and officials from other agencies;
working knowledge of purchasing and contracting;
working knowledge of warehousing procedures,
inventory control and record keeping.
EXPERIENCE AND TRAINING:

Four years of experience in office management
and administration. Graduation from a Senior
high school, preferably supplemented by college
or business school training; or any satisfactory
equivalent combination of experience.
