Chairman Abe Young called the meeting to order at 10:00 a.m. First item on the agenda
was the Bid Openings for the Phase I Road Dept. Shops. Gary DeBernardi opened and
read the bids:

Apparent low bidder on the project was DeGree Construction of Bend and after extensions
are checked the bid will be awarded. The bid on the project was $1,117,000.00.
Next item on the agenda was discussion of Road Department or General Fund Bills.
Commissioner Montgomery wanted it noted that the road work shops will not be done with
property taxes. The money is in an account now for them so no property tax will be
charged to the people. He said the buildings will have to be sold and the money put in
an account to be used for roads and cannot be used for anything else. Chairman Young
also reiterated that this money would not go to any other agency but to the Road Dept.
to help defray costs. Discussion was ended.
Chairman Young read the list of appointments to the Agricultural Advisory Committee
consisting of: Erwin Leu, Gary Jones, Don Walker, Sally Willock, Kitty Johnston, Ken
Huddle, Dan Kilgore, Lee Harbottle, Eugene Patterson, Archie Masterson, Gary Nelson,
Ron Radabaugh, Don Yaeger, Carl Johnson, David Chilen, Jim Easley, Jim Fleming, Dolo
Cutter, Marjorie Anderson, Dan Bullis, Keith Cyrus, Bob Bryant, Hans Milius, Bertil
Nelson, Phil Chase, H. D. Candland, Ken Johnson, John Sullivan, and Mike Penhollow.

Chairman Young pointed out that the County is required by the LCDC, zoning, Planning,
and various other departments, to set up these committees. Commissioner Montgomery
made a motion to accept this order and Commissioner Grubb seconded it. Vote was
unanimous.
Next Chairman Young read the list of appointments to the Housing Citizens Advisory
Committee consisting of; Jane Poor, Barry Slaughter, Nick Amundson, Jeff Daggett,
Larry Crapo, Jerry Abbas, Ilene Mathisen, Don Brennan, Tom Throop, Hal Ekman, Sharon
Bassinger, Paul Keller, Jim Vlcek, David Hellbusch, Sheila Harvey, Patsy Klink, Deanna
Richards, and Alan Edwards. Commissioner Montgomery made a motion for the adoption of
this order. Commissioner Grubb seconded it. Vote was unanimous.
The next list of appointments Chairman Young read was to the Overall Committee and
consisted of; Douglas E. Adkins, Mike Ayers, Sharon Bassinger, Richard Bryant, Jesse
N. Butler, June Carlson, Phil Chase, Norma Cleveland, James Curtis, Jeff Daggett, Ken
Detroit, Jacqueline Farrier, Russell Flint, Gary Fowles, Vince Genna, Pat Gisler, Herb
Hartmann, Don Hinman, Carl W. Hopp, Jr., Richard Howells, Robert Hyde, Charles Kruch,
Andrew Labadie, Marilyn Lakey, Ilene Mathisen, Roy Matthews, John McAdams, Ron Newman,
Denny Newell, Bob Paulson, Sussie Penhollow, Jane Poor, Bill Raby, Paul Ramsay, Scott
Oakley, Rob Rector, Jerry Reid, Tim Scovotti, Doug Sharkey, Barbara Sharp, William
Smith, Polly Spofford, Tom Temple, Tom Throop, Jim Vlcek, Don Walker, Martin Winch,
Jay Wood, Ted Young, and James Powell. Commissioner Grubb made a motion to adopt the
order and Commissioner Montgomery seconded it. Vote was unanimous.
A question was asked by Clay Edwards as to why the Planning Department places the names
on the appointment lists. He said he understood that people wanting on these committees
had to send in a letter of qualification. Commissioner Montgomery explained that by
law you cannot have more than 2 people of any specific trade on the same committee.
He also explained that the only rule was that a man and his wife could not serve on the
same committee. Discussion was ended.
Next item on the agenda was an Insurance Reserve Transfer from LCDC Budget. Chairman
Young read the Order stating that the Deschutes County Treasurer transfer $10,500.00
from the Insurance Reserve Fund and return it to the LCDC Fund reversing a portion of
an Order dated July 12, 1977. Commissioner Grubb made a motion to adopt the Order and
Commissioner Montgomery seconded it. Vote was unanimous.
Chairman Young read the Summary of Program Evaluation, Deschutes County Home Health
Agency next and there was some discussion on this matter. Commissioner Montgomery
said he wanted it noted in the minutes that he was against expanding the age to in-
clude any person. This program should remain for senior citizens only. Chairman
Young said that this was merely-a report so the Commissioners would not have to take
any action; however, it is noted in the record that all three Commissioners agree that
the program should remain one for senior citizens. Discussion was ended.

Commissioner Montgomery opened disucussion about the Airport moratorium that had
been suggested by the Bend Airport last meeting. He said he had attended a meeting
this past Monday evening and found that the City of Bend had received a grant of
$40,000.00 in November of 1977 to study the Airport problem. We were not informed
of this and this is a prime example of no cooperation between the City and County.
Commissioner Montgomery also said that the County should be informed as to what is
happening as the City cannot do anything without the County. Chairman Young said
that they had tried to have City -County meetings a few years ago to keep informed;
there were three City -County meetings scheduled this year so far and the city has
canceled two of them without any reason.
Chairman Young made a statement that he wished to thank Commissioner Grubb and
Commissioner Montgomery for the good job of carrying on while he was absent. He
also wanted it known that he concurred with all decisions and actions that they
took while he was gone.
There being no further business, the meeting was recessed at 10:30 a.m.
