Commissioner Montgomery said he wanted it noted in the minutes that he was against expanding the age to in- clude any person. This program should remain for senior citizens only. Chairman Young said that this was merely-a report so the Commissioners would not have to take any action; however, it is noted in the record that all three Commissioners agree that the program should remain one for senior citizens. Discussion was ended. VOL 27 FAGE 147 May 3, 1978 Courtday Minutes Courthouse Annex Page 3 Commissioner Montgomery opened disucussion about the Airport moratorium that had been suggested by the Bend Airport last meeting. He said he had attended a meeting this past Monday evening and found that the City of Bend had received a grant of $40,000.00 in November of 1977 to study the Airport problem. We were not informed of this and this is a prime example of no cooperation between the City and County. Commissioner Montgomery also said that the County should be informed as to what is happening as the City cannot do anything without the County. Chairman Young said that they had tried to have City -County meetings a few years ago to keep informed; there were three City -County meetings scheduled this year so far and the city has canceled two of them without any reason. Chairman Young made a statement that he wished to thank Commissioner Grubb and Commissioner Montgomery for the good job of carrying on while he was absent. He also wanted it known that he concurred with all decisions and actions that they took while he was gone.
