Chairman Young called the meeting to order at 10:00 a.m. First item on the
agenda was a hearing on the Approved Budget for fiscal year 1978-1979• The
only comments made were by Jane Poor who read a statement saying that she felt
it very unfair at how the salaries were set up. Examples were that custodians
were paid much higher wages than an office assistant; an animal control employee
is paid more than a corrections officer, who is responsible for people. She
also said that most of the jobs held by women are less money than those held by
the men. The Commissioners answered that had she been at the Budget meetings, 90%
of her questions could have been answered then. Commissioner Grubb commented that
the Corrections Officers will not be hired until the new building is opened and
negotiations are going on at this time for their salaries. Commissioner Montgomery
said that many of these positions are elected positions and women as well as men
can be elected to the position. Commissioner Young said that Dog Control is a
self-sustaining program and that our tax dollars don't go to it, so its' wages
must stay within whatever it brings in. Commissioner Montgomery said that we
do lose good people because of not enough money - Jon Oshel, Gary DeBernardi,
and Jim Morrison just to name a few, but we must stay within our budget and now
we have to think of Proposition 13 coming to Oregon. Discussion was ended and
Commissioner Grubb made a motion to adopt the Approved Budget. Commissioner
Montgomery seconded it. Vote was unanimous.
Next the Revenue Sharing hearing was opened for discussion. Chairman Young
explained that these funds could stop any time so we don't use them for hiring
people. Discussion was ended and Commissioner Young explained that neither the
Approved Budget nor the Revenue Sharing would be adopted this particular day.
According to law, the Commissioners now look over the budget again and make
any necessary adjustments up to 10%, providing it doesn't up the levy. The
Approved Budget and Revenue Sharing will be looked over and adopted at one of
the upcoming 10 o'clock meetings in the next day or two.
The Continutation of the hearing for Vacation for a Portion of Central Avenue
& a Portion of 14th Street in Terrebonne, Oregon, was up next. Chairman Young
opened discussion, and Edmond Pyrtiz, the concerned party said that he had done
some research on the right of way on Central Avenue and had found there was a
mistaken survey done 30 to 40 year ago. There is no building involved on the
portion of 14th St. Chairman Young said the Commissioners had been out and

looked at the property in question. Chairman Young said that the way he
saw this situation now is that the people already have their buildings on
the streets in question, so it shouldn't make any difference if they are
vacated. If a subdivider came in later, he would have to put in streets
anyway so that would be his problem when the time came. Commissioner
Montgomery explained that he had looked into the title insurance and found
that it has nothing to do with this situation unless it is an ALTA policy which
you aren't issued anyhow. Commissioner Grubb asked about sewers; normally a
right-of-way carries an easement for the sewer, and it is important that we have
that in any agreement signed now and in the future. The Road Department was
instructed to draw up new agreements with this clause included in all future
agreements. Commissioner Grubb made a motion that we grant the vacation but
withhold granting of easement for sewer and water. Commissioner Montgomery
seconded it and added that we should specify this done in all future vacations
in the County. Vote was unanimous.
Chairman Young then opened the hearing on the Vacation of 15th St., Vacation of
E Ave., and Vacation of 14th St., all in Terrebonne, Oregon. Jon Oshel pointed
out that the yellow portion on the map was per petition for vacation but they
do not want to vacate the Center of E & 14th and want to keep the intersection.
Commissioner Grubb said that there should be the same provision as in previous
vacations plus reserving a public utility easement and any of these established
will remain. Commissioner Montgomery made a motion to adopt this order with the
necessary changes. Commissioner Grubb seconded it. Vote was unanimous.
Next item on the Agenda was the hearing of the Establishment of Mel Court and
Benham Road, both in Chuckanut Subdivision. Chairman Young read the order and
there was no discussion. Commissioner Grubb made a motion to adopt the order,
and Commissioner Montgomery seconded it. Vote was unanimous.
Next Chairman Young opened the hearing on the Establishment of Marlece Lane,
Jenay Court, Tanya Drive, and Milo Avenue, all in Hideaway Subdivision. There
was no discussion so the hearing was closed. Chairman Young read the order and
Commissioner Grubb made a motion to accept it. Commissioner Montgomery seconded
it. Vote was unanimous.
Next was the Establihsment of Hollygrape Street, Larkwood Drive, Robinwood Place,
Wrenwood, Finchwood Drive, Dovewood Place, and Cyprus Street, all in Larkwood
Subdivision. Chairman Young opened the hearing and there was no discussion.
Hearing was closed, and Commissioner Grubb made a motion to accept the order.
Commissioner Montgomery seconded it. Vote was unanimous.
Next item on the Agenda was discussion on the Road Department or General Fund
bills. There was no discussion on this so Chairman Young moved on to the next
item.

Chairman Young read the resolution for Vacation of a portion of Vogt Road.
A hearing was set up for August 2, 1978, at which time the public may voice
any objections to this vacation. Commissioner Montgomery made a motion to
adopt the resolution. Commissioner Grubb seconded it. Vote was unanimous.
Next item was and order renaming 63rd street to 73rd street. Chairman Young
read the order. Jon Oshel explained that this street was named wrong and
should have been 73rd. There was only one gentleman on it now and he didn't
want it changed but it would be better to do it now than let many more move in
and then do it. Commissioner Montgomery agreed we should do it now before any
more people move in and made a motion to adopt the resolution. Commissioner
Grubb seconded it. Vote was unanimous.
Next Chairman Young read a letter for the appointment to Deschutes Home Health
Agency Advisory Board. Jean Edwards was appointed to serve a term until
January 1, 1981. Commissioner Montgomery moved for adoption and Commissioner
Grubb seconded it. Vote was unanimous.
Chairman Young then read a letter to Helen Durant for the approval of Deschutes
County Home Health Agency policies and addition of Medical Social Services.
Commissioner Grubb made a motion to accept these policies and Commissioner
Montgomery seconded it. Vote was unanimous.
Next on the Agenda Chairman Young read zone change requests. First was James
Crabbe. James Morrison, Associate Planner, explained that the Planning
Commission approved this zone change but any development for industrial use
would have to be submitted as a site plan and there will be landscape requirements.
Commissioner Grubb made a motion to adopt this zone change request. Commissioner
Montgomery seconded it. Vote was unanimous.
Next zone change request was for Jack Robinson and Sons, from A-1, Exclusive
Agricultural to M-1, Light Industrial. There were no objections. Commissioner
Grubb made a motion to adopt the zone change request, and Commissioner Montgomery
seconded it. Vote was unanimous.
Next zone change request was by Robert Coats, from A-1, Exclusive Agriculture
to R-2, Multi -family Residential. Commissioner Grubb explained that the Planning
Commission has held hearings on all these requests before they come to the
Commissioners. Commissioner Grubb made a motion to adopt this zone change request,
and Commissioner Montgomery seconded it. Vote was unanimous.
Chairman Young read zone change request by Dean Thomson, from A-1, Exclusive
Agriculture to SR -1, Suburban Residential. Commissioner Grubb made a motion to
adopt the zone change request. Commissioner Montgomery seconded it. Vote was
unanimous.

Next zone change request was Kim Ward, from A-1, Exclusive Agriculture to R-1,
Single Family Residential. Commissioner Montgomery made a motion to adopt the
zone change request. Commissioner Grubb seconded it. Vote was unanimous.
Next on the Agenda was zone change request from Evergreen Industries. The
streets are platted by not cone yet; any streets in City limits will be the
cities responsibility. The planning commission had 2 letters of opposition to
this zone change request. Chairman Young read the order and Commissioner Grubb
moved to adopt it. Commissioner Young seconded it. Commissioners Young and
Grubb voted yes. Conndssioner Montgomery voted no. Zone change request was
passed.
Chairman Young read the order for zone change request for Jack and Dave Holt.
This is to be used for a car agency. This area is permissible for M-1 zoning,
light industrial. Commissioner Montgomery made a motion to adopt this order.
Commissioner Grubb seconded it. Vote was unanimous.
Last item on the Agenda was discussion from those present, and since there
was none, discussion was closed.
There being no further business, court was recessed at 11:15-a.m.
