27-467-Order Recorded 6/21/1978vot 27 FACE 46'7 IN THE BOARD OF COUNTY COMMISSIONERS IN THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter of File No. Z-78-12 Zone Change Request by Robert Coats, from A-1, Exclusive Agri culture to R-2, Multi-family Residential 0 R D E R This matter coming before the County Board of Commissioners upon the Planning Commission's recommendations, who held a public hearing on this issue , May 24, 1978, and recommended approval, And it further appearing to the Board upon reviewing the Planning Commission record in the matter that the following findings of fact were established: 1. The Bend Area General Plan designates that portion of the property lying North of Shevlin Park Road within a Development Alternative area, to be developed to multiple family densities as urban services become available, primarily water and sewer. That portion lying South of Shevlin Park is also within a Development Alternative area, but with an ultimate designation of urban standard residential. It is for this portion of the property that a Plan Amendment is needed. The entire property is currently undergoing annexation proceedings with the City of Bend, and would then have all community facilities available, as specificed in Policy A, concerning multiple family areas. 2. The applicant's representative had indicated that there is a need for multi-family housing in this general area. No documentation has been submitted to support this, however, there is usually a very low vacancy rate in the vicinity of colleges. 3. This site would seem exspecially appropriate for the proposed use because of its proximity to COCC, shopping facilities, and down- town Bend. It is also wedged in between a designated collector and arterial making it less desirable for single family residences. And it further appearing to the Board that these facts support the proposed zone change, and The County deeming this action to be in the public interest, IT IS HEREBY ORDERED that the zoning of the following described property be changed from A-1 to R-2 as shown on the attached map: At the West end of Newport Ave., South of College Way, tax lot 100, T17S, R12E, Section 31, approx. 25 acres.
