Chairman Young called the meeting to order at 10:00 a.m. First item on
the agenda was the final hearing on annexation to Cloverdale Rural Fire
Protection District. Chairman Young called for testimony either for or
against said annexation. There was none. Dave Hoerning told the Com-
mission that there had been no request for an election or objections that
he knew of. Chairman Young read the order. Commissioner Montgomery moved
they approve the annexation of All of Sections 4, 5, 6, T16S, Rll, EWM and
the North 2 of Section 7in T16S, Rll EWM, to Cloverdale Rural Fire Protec-
ion District. Commissioner Grubb seconded the motion. Vote was unanimous.
There was no discussion of Road Department or General Fund bills.
At this time the Commission considered resolutions for the establishment
of Newbedford Circle, Brightenwood Circle, Brightenwood Lane, New Castle
Drive all in Brightenwood Estates as county roads. Commissioner Montgomery
asked Dave Hoerning how many miles of road this included. Dave said one
mile or less. Chairman Young read the resolutions. Commissioner Grubb
moved that April 19, 1978 be set as the hearing date for the establishment
of these roads as county roads.
Scheduled next was the appointment of a member to the Deschutes County
Planning Commission. Richard Quackenbush from Redmond has expressed an
interest in the vacant position of John Thom. Commissioner Montgomery
moved they appoint Richard Quackenbush to the unexpired term of John
Thom on the Deschutes County Planning Commission. Commissioner Grubb
seconded the motion. Vote was unanimous. Mr. Quackenbush's term will
expire July 1, 1980.
Commissioner Montgomery asked Bill Monroe, Planning Director to have a
replacement by Courtday, April 5 for replacement of Jim Anderson on the
Planning Commission. Bill said he would start work immediately on a
replacement for Jim Anderson.
Dave Hoerning presented the Commission with an order for the establishment
of a Special Reserve Fund No. 1 for Neff Road. He told the Commission the
purpose of the fund was to hold money collected from developers for their
share of the cost of improving Neff Road between Eastwood Drive and a point
4 mile west of Denser Road. If Neff Road is not constructed by the 31st of
December 1982, the unused portion of said funds, together with interest
accrued will be returned to the developers. Clay Edwards asked if five
years was enough time. Dave said this coincides with the five year plan
of roads to be developed. Commissioner Grubb said the Road Advisory Board
sets the road improvement priorities and that they had just completed a new
list. Commissioner Grubb moved they approve the order. Commissioner
Montgomery seconded the motion. Vote was unanimous.

At this time, Dave Hoerning submitted his resignation as Director of Public
Works and Administrative Services. He is going into private practice as an
engineer. He told the Commission that during his public career he has worked
for 16 County Commissioners and they are the best Commissioners he has worked
with. The Commissioners congratulated Dave and thanked him for his service
to them and the County. Chairman Young read the letter of resignation. Com-
missioner Grubb moved they accept his resignation. Commissioner Montgomery
seconded the motion. Vote was unanimous. Dave will stay at least 30 days
to help recruiting his replacement. He told the Commission that he is going
into a partnership with George Colvin and their firm will be Colvin and
Hoerning, Engineering and Surveying.
There being no further business or discussion, meeting was recessed at
10:15 a.m.
