MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 249 2004
Commissioners' Meeting Room - Administration Building
1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom DeWolf was out of the office. Also present were Susan Ross and Anna Johnson,
Commissioners' Office; Mark Pilliod and Mark Amberg, Legal Counsel; and Tom
Blust, Road Department. No representatives of the media or other citizens were
present.
The meeting opened at 1:35 p.m.
1. Discussion of Signature of Resolution No. 2004-054.
LUKE: Move approval.
DALY: Second.
VOTE: LUKE: Yes.
DALY: Chair votes yes.
2. Discussion of Facilities Use Policy.
Mark Amberg gave an overview of the proposed facilities use policy. Several
issues still need to be addressed, such as who will be allowed to use the
conference rooms, whether a fee should be charged, and how access cards are to
be assigned.
It was suggested that perhaps a task force consisting of office managers, a
representative of Risk Management, Susan Ross and Mark Amberg meet to
work out the details.

3. Update of Building Projects.
Susan Ross said that Gary Smith has asked that some remodeling be done to the
annex building. However, Ms. Ross indicated that there are too many projects
underway right now and it would be difficult to address his request at this time.
Ms. Ross explained that the State did not place the County's site proposal on
their short list for a location for their Employment Division. At this time they
are only considering existing buildings.
The City of Bend has expressed some interest in occupying the Deschutes
Services Building. If they decide against leasing it, it would still be a good idea
to move the Watermaster out so the entire building would be available.
A lengthy discussion then took place regarding charges that Bill Smith and
Arland Keeton indicate the County owes. However, the invoice is for work
done over a year ago, before the change directive policy was used. This invoice
has just recently been submitted. It was the feeling of the Commissioners and
Ms. Ross that many of the items being billed should have been included in the
original estimate.
It was decided that Ms. Ross, Mike Maier, Mark Pilliod and the contractor
should meet to discuss this situation.
Being no further items discussed, the meeting adjourned at 3: 00 p.m.
